Tri-global Solutions Group Inc. is seeking two (2) Clinical Business Analyst (Clinical Documentation – Inpatient Medicine) to join our talented Service Delivery team at Service Current Brunswick (SNB), Government of New Brunswick.

WORK MODEL: The successful contractor(s) will be able to work remotely, but the should be able to travel to the province of New Brunswick at least once a month throughout the project duration. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW

New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS), known as the Symbio Program. This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. Implementation of the CIS will modernize how care is delivered, enabling greater consistency, efficiency, and collaboration across the health system.

Tri-global is seeking the services of up to two (2) Clinical Business Analysts focused on Clinical Documentation to assist with initiatives related to the standardization and implementation of the CIS.

DESCRIPTION OF SERVICES

We require the services of Clinical Business Analysts – Clinical Documentation (Clin Doc.) to support the CIS Program. The role of the Clin Doc Analyst encompasses several activities to develop clinical standards and the implementation of the CIS for use throughout New Brunswick. The primary focus is to support the creation of standard order sets, documentation templates and other workflows used by physicians, nurses, nurse practitioners, and other regulated health professionals providing bedside care as it relates to Documentation.





The chosen Clinical Analyst will be required to work closely with other team members, Subject Matter Experts (SME), and clinical stakeholders in the gathering of business requirements and design of new standards to be adopted province wide. This role serves as a subject matter expert on the impact that CISs and digitization of clinical processes will have on the design of content, workflows, and procedures.
With the support of the Clinical Team Lead and Project Manager, the Clinical Analyst will be responsible for:

- Supporting the standardization, build, and implementation of Clinical Documentation practices and related workflows used throughout the health care system.
- Acing as a subject matter expert on the impact that the CIS and digitization of clinical processes will have on the design of Clinical Documentation processes, workflows, and procedures.
- Facilitating engagement sessions to document current state and engage feedback on future state processes.
- Working closely with other team members, Subject Matter Experts, and clinical stakeholders in the gathering of business requirements and design of new standards to be adopted province wide.
- Gathering and define business and system requirements, conduct gap analysis, complete current state and future design workflows.
- Supporting seamless adoption of new Clinical Documentation standards.
- Collaborating closely with project teams to ensure the smooth delivery and implementation of the clinical standardization project, including effective communication plans for stakeholders.

The chosen individual’s work will be comprised of a mixture of steady state and project-based efforts.

Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.

MANDATORY REQUIREMENTS

– University Degree in either Healthcare, Business Administration or Information Technology or equivalent combination of applicable education and experience. (Yes or No)
– Demonstrated experience as a Clinical Analyst / Clinical Informatics Analyst (or equivalent) responsible for Clinical documentation related requirements gathering, workshop facilitation, use case analysis, business process analysis, detailed design activities, and developing business analysis documentation obtained in the last 10 years. (5 years+)
– Demonstrated experience as a Business Analyst/Clinical Informatics Analyst in a large-scale acute care digital health transformation / CIS implementation project. With direct experience building or implementing a similar scale Clinical Information System (EHR/CIS). (5 years+)
– Demonstrated experience as a Business Analyst/Clinical Informatics Analyst developing clinical deliverables supporting Inpatient Medicine. (Yes or No)
– The candidate must be available to start work on or about the date specified in the Job Description.

SCORED REQUIREMENTS

– Demonstrated experience as a Clinical Business Analyst responsible for Documentation related requirements gathering, workshop facilitation,



use case analysis, business process analysis, detailed design / build activities, implementation related to Inpatient Medicine, or Inpatient Medicine experience in an acute care setting. Additional points will be provided if there is also experience in one or more of the following: computerized provider order entry (CPOE), order sets, clinical documentation, ancillary services (Pharmacy, Medical Imaging, Lab). (5 years+)
– Verbal and written communication, facilitation, and presentation skills in French and English is strongly preferred. (Yes or No)
– Facilitation skills: demonstrated experience in leading workshops with healthcare providers to identify and articulate business requirements, system requirements, and develop user stories or use cases. (3 years+)
– Demonstrated experience working with a high level of self-direction, strong interpersonal skills, and the ability to confidently engage and collaborate with project team members, subject matter experts, and stakeholders at all levels. (5 years+)
– Demonstrated ability to multi-task, work with multiple teams supporting more than one project stream/activity at a time. (5 years+)
– Knowledge of Microsoft Office 365 suite (Excel, Word, PowerPoint, Visio, Outlook, Teams) AND Atlassian’s JIRA software in a Project/work environment. (5 years+)
– Previous experience working within public health authorities, showcasing a strong understanding of the public healthcare landscape, policies, and practices. Additional points if there is experience in the New Brunswick Healthcare system. (Yes or No)

DELIVERABLES

The successful proponents must deliver the following, to successfully complete the engagement:

- Detailed review of existing business requirements.
- Collaborate with clinical experts to gather input and insights for the development and refinement of clinical standards.
- Design and develop facilitation sessions to validate the existing requirements and collect net new business and information technology requirement, including gap analysis.
- Create and maintain detailed process and solution documentation, including workflows, use cases, user guides, and training materials, to ensure seamless adoption of clinical standards.
- Conduct comprehensive analysis of business and client requirements to support the development, operations, and deployment of the clinical standardization project; recommend and implement solutions to achieve defined objectives, monitoring their effectiveness.
- Build, validate, and test clinical content in the CIS
- Collaborate closely with project teams to ensure the smooth delivery and implementation of the clinical standardization project, including effective communication plans for stakeholders.
