The Pay and Advantages Services Division within the Treasury Board Secretariat is seeking a Manager, Payroll Production to lead service delivery at the Orillia and North Bay Service Centre. You will:

- Oversee payroll production operations for the North Bay or Orillia Service Centre ensuring timely, accurate, and compliant service delivery.

- Manage day-to-day priorities in a dynamic, high-volume environment while implementing process improvements and quality standards.

- Provide clear, consistent updates to executives and client groups, and act as a liaison on payroll and benefits matters.

- Lead and coach a team of up to 25 staff, fostering an inclusive, collaborative, and high-performing work culture.

- Monitor performance metrics, identify trends, and drive initiatives to align operations with strategic goals and enterprise HR systems.

- Resolve complex payroll and processing issues in partnership with internal partners, ensuring compliance with collective agreements and legislation and respond to clients when applicable.

Meet Your New Team





As a Manager, Payroll Production, will join the management team within the Pay and Benefits Operations Branch at Treasury Board Secretariat. Our branch delivers critical services to Ontario Public Service employees and select agencies, including payroll processing, enrolment for pensions and benefits, and advisory services. We handle current hires, exits, leaves of absence, and more - all while resolving Tier 2 inquiries transferred from the OPS Service Centre. It's a high-volume, high-impact environment where teamwork, precision, and responsiveness are key.

In this role, you will report to Tina Dobson, Senior Manager, Payroll Production System. Tina has 25 years of experience in payroll and employee support services. Having progressed from Pay & Benefits Specialist to Team Lead, Manager, and Senior Manager, she brings extensive technical payroll expertise and a strong commitment to operational excellence. Tina is recognized as an empathetic leader who values collaboration, accountability, and a strong work ethic, while fostering high-performing teams and delivering exceptional service to employees and stakeholders.

You will work closely and collaborate with other managers to ensure consistency in service delivery across regions, share operational insights, and align on priorities to meet client needs and production timelines. Together, you'll contribute to a supportive management culture that values open communication, collective problem-solving, and continuous improvement.

What you bring to the team

Leadership and People Management

- Experience leading high-volume operational teams in a service-focused environment.

- Ability to coach, develop, and support staff in managing priorities and achieving performance goals.

- Experience with performance management, workforce planning, and team development.

- Demonstrated leadership that promotes collaboration, accountability, and service excellence.

Relationship Management and Communication

- Strong communication and facilitation skills to present information and provide advice to a range of audiences.

- Ability to build and maintain effective working relationships with clients, colleagues, and partners.

- Experience providing consultation and guidance on operational or HR-related matters.

- Interpersonal skills to foster collaboration, innovation, and positive working relationships.

Specialized Knowledge and Expertise

- Knowledge of payroll operations, HR systems (such as PeopleSoft), and related business processes.

- Ability to interpret and apply legislation, policies, procedures, and collective agreements.

- Strong analytical and problem-solving skills to resolve complex operational issues.

- Experience assessing risks, supporting change initiatives, and driving continuous improvement.
