Hours of Work: 8:30am – 4:30 pm, Monday to Friday, primarily on-site, with flexibility to attend meetings, events or address organizational requirements outside regular hours as reasonably required.

Position Overview:
Under the governance and direction of the FRAFCA Board of Directors, the Executive Director (ED) provides overall strategic and operational leadership for the Fraser Region Aboriginal Friendship Centre Association (FRAFCA) and is accountable for the effective management, performance and sustainability of the organization.
The ED ensures FRAFCA operates in accordance with its Constitution and Bylaws, Board-approved strategic direction and policies, funding agreements, applicable legislation, and organizational values. The ED manages the day-to-day affairs of FRAFCA within the authority delegated by the Board and ensures the Board receives timely, accurate and complete information necessary to fulfill its governance responsibilities.
The ED directly supervises the two Program Directors, HR Manager, Finance Manager, Payroll Manager, Executive Assistant and Policy Analyst. Through this leadership structure, the ED maintains overall accountability for FRAFCA’s programs and services, finances, human resources, organizational operations, policy and compliance, funding and funder relationships, external partnerships, risk management and organizational sustainability.
Key Duties & Responsibilities
1. Board Governance & Accountability
- Serve as the primary operational liaison between the Board and FRAFCA’s management team.
- Implement Board-approved strategic priorities, policies and decisions and report on progress.
- Provide timely and accurate information regarding organizational performance, finances, programs, human resources and significant risks.
- Promptly advise the Board of significant financial, legal, regulatory, funder, HR, operational or reputational matters.
- Prepare and coordinate reports, recommendations and materials required by the Board and its Committees.
- Operate within Board-approved policies, budgets, signing authorities and delegated decision-making authority.
- Seek Board direction or approval for matters outside delegated authority or involving significant organizational risk.
2. Strategic & Organizational Leadership
- Lead the development and implementation of FRAFCA’s strategic and annual operational plans and translate organizational priorities into measurable objectives and expected outcomes.
- Provide direct leadership, supervision and performance oversight to the two Program Directors, HR Manager, Finance Manager, Executive Assistant and Policy Analyst, with transparent responsibilities and accountability for their respective portfolios.
- Maintain an effective organizational structure with clear reporting relationships, delegated authorities and appropriate separation of responsibilities.
- Support Directors and Managers in effectively leading their respective portfolios while maintaining appropriate executive oversight and organizational accountability.
- Monitor organizational performance and ensure areas requiring improvement are identified and appropriately addressed.
- Ensure appropriate succession planning, delegation, documentation, cross-training and business continuity arrangements across key organizational functions.
3. Financial Stewardship & Internal Controls
- Work with the Finance Manager and Finance team to develop annual budgets and financial plans for Board approval.
- Monitor financial performance and ensure material variances, overspending and financial risks are identified, addressed and appropriately reported.
- Approve expenditures within approved budgets and delegated signing authority.
- Ensure effective financial controls, appropriate segregation of duties and responsible stewardship of organizational resources.
- Ensure procurement, expenditures and contracts are appropriately authorized, documented and consistent with organizational policies.
- Ensure program and restricted funding is used in accordance with applicable funding agreements.
- Maintain organizational readiness for audits and funder reviews and ensure identified corrective actions are addressed.
- Provide the Board with timely and appropriate information regarding FRAFCA’s financial position,
significant financial risks and sustainability.
4. Indigenous Leadership, Culture & Community Accountability
- Demonstrate a strong understanding of Indigenous histories, cultures, communities and the ongoing impacts of colonialism.
- Support FRAFCA’s commitment to reconciliation and culturally grounded service delivery.
- Ensure Indigenous perspectives and community priorities inform organizational planning and decision-making.
- Foster respectful relationships with Elders, Knowledge Keepers, Indigenous organizations and communities.
- Promote Indigenous leadership, cultural learning and culturally safe practices throughout FRAFCA.
5. Human Resources & Organizational Culture
- Work collaboratively with the HR Manager to maintain fair, lawful, culturally safe and consistently administered employment practices.
- Promote a respectful, accountable, inclusive and professional workplace culture.
- Ensure appropriate HR policies, performance-management practices, training, workforce planning and succession planning are maintained.
- Establish clear performance expectations and accountability for the ED’s direct reports and ensure appropriate leadership accountability is maintained throughout the organization.
- Ensure significant workplace concerns, employee-relations matters and performance concerns are appropriately and consistently addressed.
- Support effective recruitment, retention, employee development and organizational capacity building.
- Ensure Human Resources has appropriate access to the Board regarding complaints involving the ED, serious organizational risks, whistleblower matters or circumstances involving a conflict of interest.
6. Programs, Services & Funder Accountability
- Maintain overall executive accountability for FRAFCA’s programs and client services, with program oversight and day-to-day program management appropriately delegated through the Program Directors and Program Managers.
- Ensure programs operate in accordance with approved budgets, funding agreements, contractual requirements, organizational policies and applicable service standards.
- Ensure all required program, contractual and funder reports are accurate, complete and submitted within established deadlines, with Program Directors accountable for ensuring Program Managers complete and maintain the required program reporting and documentation for their respective programs.
- Ensure appropriate systems are maintained for program planning, monitoring of deliverables, evaluation, quality assurance and performance measurement.
- Ensure missed deliverables, reporting deficiencies, significant program concerns or funder compliance issues are identified and addressed promptly.
- Report material program, funding or compliance risks to the Board and ensure appropriate corrective action is implemented.
- Promote collaboration, accountability and consistent standards across FRAFCA programs and locations.
7. Funding, Partnerships & External Relations
- Provide leadership in securing, maintaining and diversifying sufficient funding to support FRAFCA’s programs and operations.
- Develop and maintain effective relationships with Indigenous communities, governments, funders, Friendship Centre partners and community organizations.
- Identify appropriate funding, partnership and program-development opportunities consistent with FRAFCA’s mandate and strategic direction.
- Oversee significant proposals, contracts and funding renewals and ensure associated organizational commitments are understood and appropriately managed.
- Represent FRAFCA professionally in external relationships, negotiations and public communications.
- Ensure new funding commitments and programs are financially and operationally sustainable.
8. Risk, Legal & Regulatory Compliance
- Ensure appropriate systems exist to identify and manage significant financial, HR, legal, privacy, health and safety, IT/cybersecurity, facilities, program, funder and reputational risks.
- Ensure FRAFCA complies with applicable legislation, funding requirements, contractual obligations and organizational policies.
- Promptly escalate significant organizational risks to the Board.
- Obtain appropriate legal, financial, HR, clinical,
technical or other professional advice when required.
- Ensure corrective actions arising from audits, investigations, funder reviews or regulatory matters are appropriately implemented and monitored.
9. Ethics, Conflict of Interest & Confidentiality
- Demonstrate the highest standards of integrity, accountability, discretion and professional conduct.
- Identify and disclose actual, potential or perceived conflicts of interest.
- Ensure conflicts involving employees, contractors, vendors, partners or related parties are appropriately disclosed, documented and managed.
- Ensure organizational decisions, procurement and contracts are made in FRAFCA’s best interests and within established authority.
- Safeguard confidential Board, employee, client, financial, legal and organizational information.
- Ensure significant organizational records, agreements and decisions are appropriately documented and retained within FRAFCA-controlled systems.
9. Operations, Assets & Business Continuity
- Maintain executive oversight of FRAFCA’s facilities, leases, significant contracts, vehicles, technology and other organizational assets.
- Ensure appropriate procurement, contracting and asset-management practices are maintained.
- Ensure adequate operational continuity, delegation, documentation and cross-training across key organizational functions.
- Ensure critical organizational information, records, contracts and access remain appropriately maintained and accessible to authorized FRAFCA personnel.
- Support an orderly and comprehensive organizational handover during leadership transitions or extended absences.

Qualifications & Requirements:
- Bachelor’s degree in a relevant discipline; a Master’s degree or recognized professional/leadership designation is preferred.
- Minimum five years of progressive senior leadership experience, preferably within the non-profit, Indigenous, community-service or related sector.
- Demonstrated leadership experience within Indigenous organizations and/or substantial experience working effectively with Indigenous peoples and communities.
- Experience working with or reporting to a voluntary Board of Directors.
- Experience with organizational budgeting, financial oversight and internal controls.
- Experience overseeing multiple programs, departments and organizational priorities.
- Experience with government and funder relationships, funding agreements, proposals, contracts and reporting requirements.
- Strong understanding of governance, human resources, risk management and regulatory compliance.
- Demonstrated ability to manage competing priorities, delegate effectively and hold others accountable.
- High level of integrity, discretion and confidentiality.

Other Duties & Delegated Authority: As an executive leadership position, responsibilities may arise that cannot reasonably be anticipated within a .
The Executive Director is expected to address emerging organizational needs within the authority delegated by the Board and to appropriately delegate responsibilities to qualified staff.
Matters outside delegated authority, or involving significant financial, legal, regulatory, governance, funder, reputational or organizational risk, shall be brought to the Board in a timely manner.
