Main Function The position is responsible to the Quality Systems Compliance Officer for the evaluation and configuration of current water, wastewater and storm water treatment processes to reduce costs, improve performance and develop best practices. Provides technical leadership within the division regarding operations process monitoring, sampling and reporting compliance, coordinating investigations and corrective actions, leading data analysis and optimization studies, and performance reporting in support of regulatory compliance, operational excellence, and continuous improvement within the division. Supervises the Water/Wastewater Process Technologist, clerical support staff, and other assigned staff.

Objectives

- Lead and implement process optimization initiatives for water, wastewater, and stormwater treatment operations that improve treatment performance, reduce operating costs, and strengthen regulatory compliance.
- Ensure the effective monitoring, investigation, and resolution of compliance, operational, and quality-related issues through data analysis, corrective actions, and continuous improvement practices.
- Provide effective day-to-day supervision to ensure smooth operations, timely and accurate work completion, and consistent service standards, while fostering employee engagement and supporting performance, development, and well-being through clear direction, feedback, and a respectful work environment.

Duties

- Supervise, direct, train, and evaluate the work of the Water/Wastewater Process Technologist and assigned staff, including task assignment, scheduling, performance management, and technical guidance.
- Act as a technical resource to operational staff regarding water, wastewater, and stormwater treatment processes, process performance, operational troubleshooting, sampling programs, and regulatory compliance requirements.
- Monitor, analyze, and interpret operational, laboratory, and process performance data; identify trends, variances, and opportunities for improvement; and prepare technical reports and recommendations for management review.
- Plan, coordinate, and lead process optimization studies, pilot projects, treatment evaluations, performance assessments, and chemical optimization programs to improve operational performance and cost effectiveness.
- Lead technical investigations related to treatment process failures, adverse water quality results, customer complaints, sampling exceedances, operational incidents, and non-conformances. Facilitate root cause analyses and verify the implementation and effectiveness of corrective and preventive actions.
- Coordinate and oversee division sampling programs to ensure compliance with legislative, approval, permit, and operational requirements. Review monitoring results and initiate follow-up actions where required.
- Develop, review, and maintain technical procedures, operating practices, sampling protocols, laboratory methodologies, guidance documents, and related records to support operational consistency and regulatory compliance.
- Provide technical oversight of laboratory quality assurance and quality control activities, including analytical methods, instrument calibration requirements, laboratory audits, data validation,



and testing protocols.
- Evaluate emerging treatment technologies, analytical methods, monitoring equipment, and industry best practices, and recommend implementation where operational or compliance benefits are identified.
- Develop and report key performance indicators related to treatment performance, process reliability, optimization initiatives, compliance trends, and operational risk.
- Assist with the preparation of regulatory submissions, performance reports, annual reports, benchmarking initiatives, and technical documentation required by management, regulators, and other stakeholders.
- Participate in procurement activities related to treatment processes, laboratory equipment, monitoring systems, consulting services, and process improvement initiatives, including preparation of technical requirements and evaluation of submissions.
- Administer contracts and supplier relationships associated with process optimization projects, technical services, laboratory services, and bulk treatment chemicals, as assigned.
- Provide technical training and mentorship to operational and technical staff related to process monitoring, data interpretation, sampling procedures, laboratory practices, and continuous improvement initiatives.
- Participate on hiring committees, represent the employer in disciplinary matters and dispense discipline, as required.
- Maintain a thorough working knowledge of approvals, industry standards, treatment technologies, the City’s Health and Safety policies and applicable provincial legislation listed therein.
- Perform other related duties as required.

Qualifications

Education and Training

- College diploma in a related discipline (e.g., chemistry, environmental science) from a recognized community college with Canadian accreditation.
- Industry specific courses on the development and implementation of Quality Management Systems considered an asset.
- Ministry of Environment, Conservation and Parks (MECP) certification as an Operator in Water Treatment, Water Distribution and Supply, Wastewater Collection and Wastewater Treatment considered an asset.

Experience

- Minimum of four (4) years of experience working with a Quality Management System, including two (2) years of supervisory experience in a unionized environment.
- Must have demonstrated experience preparing related reports and preparing tendering documents and supporting technical requirements.
- Demonstrated experience in water and/or wastewater treatment operations, process optimization, and compliance.
- Experience in an auditing environment considered an asset.

Or

Education And Training

- University degree in a related discipline (e.g., chemical engineering, chemistry, environmental science) from a recognized university with Canadian accreditation.
- Industry specific courses on the development and implementation of Quality Management Systems considered an asset.
- Ministry of Environment, Conservation and Parks (MECP) certification as an Operator in Water Treatment, Water Distribution and Supply, Wastewater Collection and Wastewater Treatment considered an asset.

Experience

- Minimum of two (2) years of experience working with a Quality Management Systems, including one (1) year of supervisory experience in a unionized workplace.




- Must have demonstrated experience preparing related reports and preparing tendering documents and supporting technical requirements.
- Demonstrated experience in water and/or wastewater treatment operations, process optimization, or compliance.
- Experience in an auditing environment considered an asset.

Knowledge Of

- Water and wastewater treatment processes and performance monitoring.
- Applicable provincial legislation, approvals, and regulatory framework.
- Quality Management Systems, document control, audits, and corrective actions.
- Data trending, performance metrics, and continuous improvement methodologies.
- Must have knowledge of MS Office.

Abilities To

- Analyze complex technical and compliance data and clearly communicate findings.
- Plan, prioritize, and manage multiple compliance-critical deadlines.
- Facilitate investigations and lead cross-functional problem-solving initiatives.
- Work collaboratively with operations, management, regulators, and external partners.
- Operate laboratory testing equipment, conduct environmental sampling and analysis, and interpret test results.
- Must have the ability to correctly interpret legislation and develop programs to meet requirements.
- Must have proficient keyboarding skills.

Other Requirements

- Must be physically capable of operating a vehicle safely, possess a valid Class G driver’s licence, and have an acceptable driving record.
