POSITION TITLE: Recruitment & Talent Acquisition Coordinator
REPORTS TO: Manager of People Services
DIVISION: People Services Division
PAY BAND: 6
Position Summary:
Reporting to the Manager of People Services, the Recruitment & Talent Acquisition Coordinator is responsible for recruitment and selection processes for police constables, civilians, student placements and volunteers, for vacancies that occur, both internal and external, including onboarding initiatives that reflects the Service’s Vision, Mission Statement and Motto, with a commitment to marketing the Police Service as an Employer of Choice. The Recruitment & Talent Acquisition Coordinator will also organize, facilitate and support unit projects, such as selection processes, career fairs and recruiting events in accordance with the Service’s strategic plan, goals and objectives, and will provide administrative support for the HRIS software as well as support the People Service’s Manager with achieving Divisional goals and objectives. This is a unionized position.
Duties and Responsibilities:
- Coordinate recruitment and selection processes in accordance with People Services Policy and Procedures, Collective Agreements, OACP and relevant legislation to ensure the application of thorough recruitment practices.
- Create and facilitate internal job postings as well as specialized training opportunities in accordance with the current Collective Agreements, ensuring consistency and compliance.
- Liaises with the Strategic Communications Manager to support and maintain the Service’s recruitment-focused social media presence, ensuring effective and consistent messaging. Contributes to the planning and implementation of recruitment marketing and branding initiatives and strategies to attract high-quality applicants.
- Screening resumes and pre-requisites, in alignment with the OACP process. Co-ordinate, schedule and perform interviews. Proctor psych assessments and liaise with the Psychologist with providing portfolios and scheduling the in-person follow-up appointment. Organizing Criti-call testing when applicable, fitness assessments and arranging for the medical paperwork to be completed by Family Physicians when applicable.
- Participate in selection panels; ensure background checks are completed for all candidates including intel, financial and reference checks, liaising with third party background companies and internal background investigators.
- Develop and co-ordinate interview questions and occupation-specific tests in conjunction with the Manager/Inspector, ensuring fair, transparent and equitable processes.
- Develop and establish professional relationships with all stakeholders, both internal and external. Provide appropriate, relevant and timely feedback to applicants.
- Prepare and present letters of offering to successful candidates in accordance with relevant benefits, rights and entitlements.
- Coordinate orientation and onboarding of new employees, placement students, volunteers to the Service as well as assist members accordingly throughout their career.
- Coordinate and attend external recruitment events, community engagement initiatives and career fairs on behalf of the Service.
- Liaise with Community Colleges, Universities, Ontario Police College, OACP to further develop community partnership opportunities and strengthen relationships with the Service.
- Participate as a member of the Constable Selection System (CSS) Committee with the OACP, Practice Shuttle Run Training Group,
and any other future committees that the People Services Manager envisions as aligning with the position.
- Track recruitment activity and report recruitment/turnover statistics to the Manager of People Services.
- Respond to inquiries from employees, the general public, internal applicants, other government agencies and municipalities, Police Services regarding recruitment processes and People Services procedures and policies.
- Ensure job descriptions are up to date with job requirements for all positions when there is a job vacancy, prior to posting.
- Update and maintain data on the Applicant Tracking Software, troubleshoot and request necessary updates when identified, and assist with implementation of new HR system initiatives for the Service.
- Provide training to all levels of staff for various responsibilities and processes withing the Recruiting Unit.
- Create, maintain and update procedure manuals for recruitment processes.
- Provide support to Manager of People Services with other duties as required.
Education/Training:
- Post Secondary education specializing in Human Resources.
- Actively pursuing or hold the Human Resource Certificate – a requirement to obtain CHRP status
- CHRP candidate or working towards other HR Designation(s) would be an asset.
- 3 years’ related experience with general knowledge and understanding of HR functions, with emphasis on recruitment
- Knowledge and understanding of Human Resources practices and employment legislation (e.g. Ontario Human Rights Code, the Employment Standards Act, the Ontario Labour Relations Act, Occupational Health & Safety Act, Human Resource Professional Association) and must effectively read and interpret information
- Must be able to interpret and apply collective agreements
- Proficient in the use of computer applications such as, but not limited to, Microsoft Office 365 applications, and HRIS database applications – NJOYN and OSL, TRITON software (background investigation software), Q-global software (psychological assessment software), Criti-Call software (911 and Data Entry testing) Social Media platforms such as but not limited to Instagram, LinkedIn, Facebook.
- Must possess effective communication skills, both written and oral, ability to read and display positive body language, effective listening skills, and be confident with communicating with employees, stakeholders, to further develop and support community partnerships, with organizing, scheduling and facilitating group presentations and meetings and with networking while marketing the police service through a positive lens.
- Well-developed administrative skills, highly organized, accurate, thorough, and able to monitor work for quality, multi-tasking, troubleshooting, analytical thinking, effective time-management to support deadlines.
- Must be able to prioritize and plan work activities, manage projects with timelines, and be resilient and able to manage unexpected changes
- Must be able to deal appropriately with sensitive and confidential information, while managing emotions in charged situations.
Must be empathetic and understand the importance of inclusivity and diversity within the position and organization.
- OACP Constable Selection System Training is a requirement of the position.
Effort Required:
Physical Demand:
- Prolonged sitting in the same location with some opportunity to move about.
- Prolonged standing at career events, presentations, etc.
- Lifting/Carrying up to 15lbs, which may include and is not limited to pushing/pulling with set up for career fairs, presentations, etc.
- Operating a computer on a regular basis
- Considerable visual and auditory attention to detail is required during employment interviews. Prolonged notetaking
Mental Demand:
- Continuously required to work within established policies and procedures
- Meeting strict deadlines with hiring requirements, with continuous focus and priority on acquiring talent that aligns with the Service’s culture and climate.
- Frequently subject to interruptions and changing deadlines
- Will be exposed to emotionally charged situations requiring tact and diplomacy
- Confidentiality is required, works with personal and payroll information for all employees of the Service, works with detailed personal and confidential information of job applicants, including medical information, Psychological Assessment reports and criminal background for applications, the release of which could result in legal action and breach of trust to the community towards the Police Service.
Communication/Contacts:
- Continuous communication and contact with members of the public
- Frequent communication and contact with internal members, Managers and Inspectors
- Continuous communication with stakeholders, community partners.
- Continuous communication with Chief of Police: presenting files for hire/placement/volunteer positions.
Working Conditions:
- Work Environment: Comfortable office with ergonomic chair.
- Will involve facilitating career fairs, local schools, community engagement activities, weekly shuttle runs.
Hours of Work:
- 40-hour week – must be versatile with schedule, may exceed regular business hours.
- Will involve travel to job fairs, recruitment events and training courses.
Starting salary: $77,907/ year (Band 6, Year 1), in accordance with the Civilian Collective Agreement. Relevant service with a recognized police service may be credited toward placement within the salary band, resulting in a higher starting salary based on experience.
