Position Title: RQ00378 - Solution Architect (Business Enterprise Architect – Level 3)

Location: Fredericton, New Brunswick – Onsite

Position Overview

Successful candidate will work closely with the ODH Enterprise Architecture team and collaborate with Service New Brunswick (SNB), Regional Health Authorities (RHAs), vendors, project teams, and other stakeholders to develop and implement scalable, secure, and standards-aligned healthcare technology solutions.

The role will focus on solution and integration architecture, technical requirements, healthcare interoperability, architecture standards, vendor guidance, and supporting projects throughout the acquisition, planning, design, development/configuration, and implementation lifecycle.

Key Responsibilities

- Develop solution and integration architecture deliverables supporting the expansion of the Drug Information System and other Digital Health initiatives.
- Design integration solutions between Public Health Information systems, Community Pharmacy systems, and other healthcare applications.
- Develop functional and non-functional technical requirements for Department of Health initiatives.
- Provide solution strategy and technical design guidance to project and operational teams.
- Ensure proposed solutions align with Department of Health enterprise architecture standards, principles, and technical requirements.
- Review project deliverables and provide architectural and technical recommendations.
- Participate in project Stage Gates and provide architecture input to determine initiative readiness for progression.
- Collaborate regularly with Enterprise Architecture representatives and other ODH stakeholders.
- Develop technical and solution standards and guiding principles for ODH services.
- Develop and maintain messaging specifications and Vendor Implementation Guides for integration solutions.
- Support the planning,



design, implementation, and evolution of healthcare integration solutions.
- Engage with SNB, vendors, RHAs, and other stakeholders to provide technical guidance, collaboration, and architectural direction.
- Conduct technical and solution due diligence on existing systems, technologies, and proposed solutions.
- Support enterprise solution implementation while considering scalability, maintainability, sustainability, and long-term technology lifecycle requirements.
- Provide architectural support throughout solution acquisition, planning, design, development/configuration, testing, and implementation phases.
- Lead or participate in technical requirements-gathering and solution-design sessions.
- Provide technical leadership and guidance to project teams, technical analysts, developers, and other specialists.
- Prepare and maintain architecture documentation, technical specifications, standards, and implementation guidance.
- Perform other architecture-related duties as assigned by the ODH Enterprise Architect.

Mandatory Qualifications

Education

- University degree in Computer Science or a related discipline.
- An equivalent combination of education and experience may be considered.

Professional Experience

- Minimum 15 years of Information Management / Information Technology (IM/IT) experience.
- Minimum 10 years of demonstrated experience as a Lead Solution Architect on medium-to-large system development, COTS implementation, or healthcare integration projects.




- Relevant Solution Architecture experience must have been obtained within the last 15 years.
- Experience must include complex projects involving multiple business units and/or organizations, multiple project participants, extended project durations, and both business transformation and technical challenges.
- Healthcare insurance experience alone does not qualify for the required Solution Architecture experience.

Desirable Qualifications

- 5+ years of experience leading teams of technical specialists, technical analysts, programmers, employees, and/or contracted resources on IT development projects.
- 5+ years of experience leading technical design and technical requirements-gathering sessions.
- 5+ years of experience reviewing existing systems, technologies, and healthcare integration solutions and performing technical/solution due diligence.
- 5+ years of experience developing enterprise architecture and solution deliverables, including technical requirements, integration architecture, messaging specifications, vendor implementation guides, standards, and guiding principles.
- 5+ years of experience implementing enterprise solutions/services with a focus on maintainability, scalability, sustainability, and long-term lifecycle management.
- 3+ years of experience implementing or integrating Drug Information Systems (DIS).
- Experience with Medigent DIS is preferred.
- 3+ years of hands-on Solution Architecture experience within the eHealth/Digital Health domain.
- 2+ years of experience with healthcare standards-based messaging, including:
- HL7 V2
- HL7 V3
- FHIR
- Robust written and verbal communication skills in English.
- Demonstrated ability to work effectively with business stakeholders, Enterprise Architecture teams, vendors, healthcare organizations, developers, and technical teams
