Job Summary

Reporting to the Director of Quality, the Statement of Conformity Delegate is a critical representative of De Havilland Aircraft of Canada (DHC) who ensures product conformity, safety, and regulatory compliance. Acting as the final line of defense between DHC and the public, the SOC Delegate ensures that every aircraft signed off meets all internal, domestic, and foreign regulatory requirements, maintaining DHC’s reputation for safety, quality, and compliance within the aerospace industry.

Direct Accountabilities Certification Oversight – Ensure all certification work related to aircraft modifications, Type Certificates (TCs), Supplemental Type Certificates (STCs), and Canadian and foreign regulatory requirements meet applicable standards.

Audit and Verification – Review and verify the accuracy, traceability, and incorporation of modifications into aircraft documentation. Conduct audits of all records associated with the production and certification process, including: Ground and flight-testing documentation

Electrical load analysis and weight/balance reports

Engineering documentation (MODs, MODSUMs, CAS, PCS, AEROCS, etc.)

Flight permit applications and supporting documentation

Nonconformances (NCM) records and manufacturing transactions

Supplier and purchaser order records

Serialization and configuration management records

Airworthiness Directives (domestic and foreign) compliance

Personnel training and authorization records Regulatory Compliance – Establish and maintain relationships with Transport Canada Civil Aviation (TCCA) and other regulatory authorities as required. Ensure ongoing compliance with Canadian Aviation Regulations (CARs) and international standards.





Conflict of Interest Avoidance – Maintain full independence from production and quality control activities related to the DHC aircraft programs. Ensure no conflict of interest in decision-making or certification processes.

Technical Expertise – Apply sound engineering and quality assurance principles to identify, assess, and resolve technical and regulatory compliance issues.

Documentation Integrity – Maintain comprehensive and accurate certification records and ensure all required forms, statements, and audit trails are complete, validated, and filed according to DHC standards.

Cross-Functional Collaboration – Work collaboratively with Engineering, Production, Quality, and Regulatory Affairs teams to ensure alignment between technical changes, documentation, and certification requirements.

Bilateral and International Compliance – Understand and interpret bilateral agreements and international aviation arrangements, ensuring imported and exported aircraft meet all applicable regulatory requirements.

Education Required Background knowledge in aircraft, quality assurance, and auditing or a related technical discipline.

Experience Minimum 5 years of experience in Manufacturing Quality or a related field.

Experience working within AS9100, ISO 9001, or equivalent quality management systems.

Experience conducting supplier, internal, or external audits.

Aerospace manufacturing experience is considered an asset.

Competencies Strong knowledge of supplier quality systems, auditing, and corrective action processes.

Experience with root cause analysis methodologies such as 8D, 5 Why, and DMAIC.

Ability to interpret technical drawings, specifications, and manufacturing requirements.

Solid analytical, problem-solving, and organizational skills.

Excellent communication, stakeholder management, and leadership abilities.

Proficiency with Microsoft Office applications and quality management systems.

Exceptional technical knowledge, independent judgment, and ethical conduct.

Capability and authority to examine, verify, and approve documentation and processes related to the certificate and conformity of DHC aircraft. Certifications

Aircraft trade (i.e., Mechanical, Structural, or Electrical AME), or auditing background.

Working Conditions Maintain strict adherence to De Havilland Aircraft of Canada (DHC) Health & Safety Policies.

Work in various environmental conditions, including temperature extremes, confined spaces, heights, and around chemicals.

Must be able to climb, stand, kneel, lift (up to 50 pounds), push, pull, bend, reach, carry, walk, crawl, balance, and use stairs.

Must be able to work shift rotations, including weekends and/or night shifts, on-call, or overtime as occasionally required.

Use personal protective equipment (PPE) as required for workplace safety.

Ensure the ability to maintain a positive fit test when mask use is necessary.
