Role Summary:
We are looking for a Technical Lead – Treasury to support a high-priority remediation program covering payment monitoring, access governance, and control delivery across treasury platforms.
The role will focus on owning the technical solution design, leading remediation build and delivery, and strengthening data and access governance across WebSeries, EF, Bankware, and Kyriba. The goal is to reduce control gaps, improve payment monitoring visibility, and help the team coordinate remediation activity as one connected operating model.
This is not a traditional project management role. The technical depth matters,
and the bigger need is hands-on technical leadership across payment and treasury platforms. The right person will be comfortable working with payment flows (wire, ACH/EFT, cheque), data feeds/ETL, integrations, anomaly detection, and security controls to turn complex remediation requirements into delivered, auditable solutions.
Responsibilities:
- Own the technical solution design: Assess technical approaches for automated payment monitoring and alerting – including a repository of historical payment data, data feeds/ETL, integrations, and automation/AI options – and confirm platform impacts and dependencies.
- Lead remediation build and delivery: Provide hands-on technical leadership and guide developers and vendor contractors to deliver control remediations across WebSeries, EF, Bankware, and Kyriba, confirming where Kyriba addresses gaps versus where separate remediation is required.
- Strengthen data and access governance: Design solutions for encryption at rest (Bankware), automated access removal on termination and contractor-account expiry, and integration with access-management tooling (e.g., SSO/SAM).
- Support monitoring and anomaly detection: Define the technical design for anomaly detection – comparing current payment instructions against historical patterns (e.g., duplicate or out-of-pattern payments) – and stand up the underlying data and alerting capability.
- Enable MFA and banking-partner controls: Support MFA implementation across payment channels and bank portals, and provide technical input into banking-partner governance (SLAs, security requirements, incident notification).
- Protect operational stability: Ensure remediation is designed, tested, and deployed with minimal disruption to live payment processing, with appropriate change management and evidence for closure.
- Collaborate with Treasury, Risk, Audit, Architecture, and senior leaders to communicate technical solutions clearly and drive delivery in an Agile environment.
- Keep solutions auditable, maintainable, and well-documented for handoff and evidence requirements.
Required Skills:
- 7+ years of technical delivery experience,
including a technical lead or senior developer role on finance, treasury, or payments platforms.
- Payments platform depth: Hands-on experience with payment or treasury platforms (e.g., Kyriba, Bottomline WebSeries), bank connectivity/portals, and payment flows (wire, ACH/EFT, cheque).
- Data and integration engineering: Strong experience with data feeds, ETL, data repositories, and integrations (APIs, SFTP/file-based); mainframe/legacy environments such as EF an asset.
- Monitoring and anomaly detection: Ability to design rule-based and/or AI-enabled monitoring using historical data to detect anomalies, failed login attempts, and post-approval changes.
- Security and controls engineering: Understanding of encryption at rest/in transit, MFA, user-access governance (SSO/SAM), segregation of duties, and evidence needs for audit and risk.
- Proven ability to lead developers and vendor resources, review designs and code, and drive delivery in an Agile environment.
- Strong problem-solving skills, balancing remediation speed against the stability of live payment operations, with the ability to translate technical solutions for Treasury, Risk, Audit, and senior leaders.
Preferred Skills:
- Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline.
- Experience with Kyriba, Bottomline WebSeries, Bankware, or equivalent treasury/payment systems.
- Experience with AI-enabled automation, cyber/security remediation, or fraud/anomaly-detection tooling.
- Familiarity with TPRM, ISRA/PIA, and internal-audit remediation processes.
- Experience delivering scalable, maintainable, and well-documented solutions in large enterprise environments.
Security Clearance Requirement:
- Candidates must be eligible to obtain and maintain the required security clearance.
- Preference will be given to candidates with an active Government of Canada Security Clearance.
- Successful candidates may be required to complete background verification and client-specific security screening prior to onboarding.
