The Township of Madoc is seeking a skilled, detail-oriented, and team-oriented financial professional to join our municipal team as Treasurer and Tax Collector. Reporting to Council, this senior role serves as the Township’s Chief Financial Officer and principal financial advisor, providing leadership in municipal finance, taxation, budgeting, reporting, payroll, and related statutory responsibilities.
The successful candidate will be responsible for the effective management of the Township’s financial operations, ensuring compliance with applicable legislation, accounting standards, municipal policies, and Council direction. This position plays a key role in supporting sound financial decision-making, maintaining accurate records, overseeing taxation processes, and liaising with auditors, government agencies, staff, vendors, and the public.
Key Responsibilities
· Oversee daily accounting, financial management, property taxation, payroll, benefits administration, and related municipal financial operations.
· Prepare and support the annual municipal budget, financial statements, reconciliations, audit working papers, and required provincial and federal reporting.
· Develop, maintain, and implement financial policies, procedures, internal controls, and accurate accounting records.
· Manage banking, short-term borrowing, investments, general ledger reconciliations, monthly bank reconciliations, and financial reporting for staff and Council.
· Calculate tax rates, prepare tax rolls and property tax notices, manage tax collection and arrears processes, and prepare tax certificates.
· Administer payroll, statutory remittances, records of employment, T4s, benefit plans, pension reporting, WSIB, and EHT requirements.
· Provide financial advice and reporting to Council and staff, attend Council meetings as required, and maintain effective working relationships with auditors, government representatives, vendors, and the public.
· Maintain confidentiality and ensure all work is completed in accordance with legislation, municipal policies, and professional standards.
Qualifications and Experience
· Post-secondary education in Accounting, Financial Administration, or an equivalent combination of education and experience.
· Completion of AMCTO/MFOA programs or municipal accounting courses is considered an asset.
· Minimum of five years of experience with progressive responsibilities in a financial capacity, preferably within public administration or municipal government.
· Demonstrated success in financial management, budgeting, accounting, taxation, payroll, benefits administration, and public sector reporting.
· Strong knowledge of generally accepted accounting principles, public sector accounting standards, auditing, procurement, asset management, investment and debt management, property taxation, municipal finance, and relevant legislation.
· Strong computer skills and the ability to work effectively with financial systems and standard office software.
· Excellent communication, organizational, prioritization, judgment, conflict resolution, and problem-solving skills.
· Ability to work with diplomacy, tact, confidentiality, and professionalism when interacting with Council, staff, residents, external agencies, and vendors.
· A collaborative, customer-service-oriented approach with strong leadership, coaching, and mentoring skills.
Pay: $70,566.00-$77,910.00 per year
