Applicants are encouraged to self-identify on their electronic application.Duties and ResponsibilitiesActs as Registrar for the Rental RegistrySubject matter expert on R400 Rental Registry BylawConducts hazard and risk assessments of rental building inventoryIdentifies buildings that require inspection based on hazard and risk assessment factorsCreates, maintains and improves analysis methods for identifying unsafe or unhealthy occupied buildingsReviews rental registration applications to ensure completeness and acceptabilityIdentifies general rental building noncompliance regarding fire protection, occupant safety and accessibility codesSchedules buildings for inspection based on predetermined criteriaSchedules appointments with building owners and assigns appropriate staff to attendMaintains accurate and up-to-date records on R-400 By-law complianceMonitors inspection data and alerts staff of trendsManages requests from clients and staff as necessaryReviews, verifies and updates rental registration records as neededManages active rental registry prosecution case files sent to HRM solicitors,



coordinates court dates and staff availabilityReviews and coordinates rental registry case files in preparation for Remedy Process including evidence gathering, notes, contractor estimates, internal forms, etc.Coordinates actions or inspections for expired permit filesInvestigates and responds to Rental Registry FOIPOP requests for informationWorks independently to collate and analyze building stock and educates rental property owners on R-400 By-law requirementsCoordinates with other divisions, property owners, the public and other government agencies through the R-400 By-law application process and responds to queries related to these applications or the By-lawMaintains the database and coordinates enforcement for fire protection device testing records and property maintenance plansProduces and distributes accurate reports by collecting data from standard HRM reporting software on an established frequencyQueries datasets from multiple computer systems and joins data together to improve quality, eliminate errors and create ad hoc reports for future planning needsQualificationsGrade 12 or equivalentTwo‑year diploma in Business Administration, Law or Paralegal, or related programMinimum of two years related work experienceCompletion of Nova Scotia Building Official training courses: Nova Scotia Legal, Communications, Part 9 The House, Barrier Free,



and Part 9 Small Buildings is considered an assetExperience in legal administration or law enforcement workplace is an assetTechnical / Job Specific Knowledge and AbilitiesProficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Visio, OneNote, Microsoft Teams, Adobe Acrobat DC) with advanced functions such as filters, data validation, consolidation, arrays, logic and lookup functions, pivot tables, image resolution, form creation, linking, bookmarks, and text recognitionBasic knowledge of the application of the Canadian Building and Fire Codes to new and existing buildings and occupanciesKnowledge of the Halifax Regional Municipality Charter, the Nova Scotia Building Code Act and Regulations, and Nova Scotia Fire Safety Act (asset)Ability to take direction, work independently and coordinate with othersStrong attention to detailStrong customer service and communication skillsAbility to maintain a high degree of confidentialitySecurity Clearance RequirementsApplicants may be required to complete an employment security screening check.CompetenciesAnalytical Thinking, Communications, Conflict Management, Customer Service, Decision Making, Teamwork & Cooperation, Valuing Diversity, Values & EthicsWork StatusOne permanent, full-time positionHours of WorkMonday to Friday, 8:30 a.M. – 4:30 p.M., 35 hours per week.
