Lead Senior Civil Engineer, Water Resources

We are seeking an experienced Lead Senior Civil Engineer, Water Resources who combines exceptional Civil Engineering expertise with project leadership, client relationship management, and practice growth. The successful candidate will have demonstrated experience delivering water resources, land development, and municipal infrastructure projects in accordance with Ontario standards, including feasibility studies, site plan design, stormwater management, municipal servicing, Watermain Hydraulics Analysis (WHA), erosion control, and Low Impact Development (LID).

Reporting to the senior leadership, you will serve as a technical leader within the Civil Engineering team, guiding project delivery, mentoring junior staff, working directly with clients and approval agencies, and contributing to the continued growth of Mantecon's Water Resources practice.

The Opportunity

You will serve as a lead Civil Engineer on complex water resources and municipal infrastructure projects while coordinating multidisciplinary teams, working directly with clients, municipalities, Conservation Authorities, and regulatory agencies, and providing technical leadership throughout the project lifecycle.

As Mantecon continues to expand its Water Resources practice, this role offers an opportunity to play a meaningful part in shaping the growth of the department while mentoring future engineering professionals and contributing to the firm's long-term success.

What You'll Do

Civil Engineering Leadership

- Act as the lead Civil Engineer responsible for the planning, design, and delivery of water resources and municipal infrastructure projects from concept through construction.
- Provide technical oversight and engineering review of water resources designs including stormwater management systems, drainage infrastructure, municipal servicing, flood mitigation measures,



hydraulic structures, and erosion control systems.
- Oversee the preparation and review of Stormwater Management Reports, Functional Servicing Reports, drainage studies, floodplain analyses, hydraulic assessments, and supporting technical documentation.
- Develop, calibrate, and review hydrologic and hydraulic models using software such as PCSWMM, SWMM, HEC-RAS, HEC-HMS, and related platforms.
- Guide projects through municipal approvals, permitting processes, Conservation Authority reviews, and regulatory requirements.
- Review design drawings, technical specifications, quantities, cost estimates, and tender documentation to ensure technical excellence and constructability.
- Review, approve, and seal engineering drawings, reports, and supporting documentation as required.
- Lead feasibility studies and engineering analyses supporting land development and municipal infrastructure projects.
- Plan, design, and oversee land development projects including site plan development, grading, servicing, and infrastructure design.
- Develop and review stormwater management strategies including stormwater ponds, constructed wetlands, infiltration systems, stormwater filters, and other Best Management Practice (BMP) solutions.
- Prepare and review detailed site servicing designs including water distribution systems, sanitary sewers, storm sewers, drainage systems, and roadway infrastructure.
- Conduct Watermain Hydraulics Analysis (WHA) and support municipal water system design and evaluation.
- Provide technical leadership related to erosion and sediment control design, implementation, and regulatory compliance.

Project & Client Leadership

- Serve as a trusted advisor and primary point of contact for clients, municipalities, Conservation Authorities, approval agencies, and project stakeholders.
- Lead client meetings, technical presentations, and design review discussions.
- Manage project scope, budgets, schedules, risks, and deliverables.
- Coordinate multidisciplinary project teams, consultants, and stakeholders to ensure efficient project execution.
- Support projects during construction through field reviews, contract administration, RFI responses, and coordination with contractors and owners.
- Build and strengthen long-term relationships with clients and regulatory stakeholders through exceptional service and technical expertise.

Team Development & Growth

- Mentor and support junior and intermediate engineers and designers.
- Contribute to technical excellence, quality assurance initiatives, and continuous improvement efforts.
- Support proposal preparation, fee estimates, project pursuits,



and client presentations.
- Strengthen existing client relationships and contribute to the continued growth of Mantecon's Water Resources practice.
- Support business development initiatives by identifying opportunities to expand client relationships and service offerings.

What You'll Bring

- Bachelor’s Degree in Civil Engineering.
- Professional Engineer (P.Eng.) designation in Ontario.
- Minimum 8 years of progressive Civil Engineering experience delivering water resources and municipal infrastructure projects, including experience working with Ontario standards, approval processes, and regulatory requirements.
- Demonstrated expertise in stormwater management, drainage design, hydraulic modelling, municipal servicing, floodplain analysis, and erosion control.
- Advanced knowledge of hydrologic and hydraulic modelling software including PCSWMM, SWMM, HEC-RAS, and HEC-HMS.
- Proficiency with Civil 3D and AutoCAD.
- Strong understanding of Ontario municipal servicing standards, stormwater management requirements, Conservation Authority policies, MECP guidelines, Municipal Class EA processes, and related regulatory requirements.
- Demonstrated experience leading client meetings and coordinating directly with municipalities, regulatory agencies, and project stakeholders.
- Proven ability to manage projects, lead teams, and build strong client relationships.
- Experience designing and delivering projects involving feasibility studies, parking lot design, municipal infrastructure, Watermain Hydraulics Analysis (WHA), Best Management Practices (BMPs), and Low Impact Development (LID) initiatives.
- Excellent communication, organizational, and project management skills.
- Valid Ontario Driver's Licence and willingness to attend project and client sites as required.
