We cultivate relationships and networks, facilitate rural health discussion, coordinate rural health projects, create learning opportunities for rural healthcare practitioners, advocate for a healthy rural British Columbia, stimulate rural health research, and develop healthcare leaders. Funded primarily by the Joint Standing Committee on Rural Issues, our network partners include healthcare providers, healthcare administrators, community members, policymakers, educators, researchers, and non-profit and business leaders.In accordance with the established vision and values of the organization, the Finance Manager reports to the Finance Director and plays a critical role in ensuring the effective operation, integrity, and consistency of RCCbc’s financial functions. The Finance Manager is responsible for the day-to-day management of financial operations, including financial close, reporting, budgeting coordination, compliance, and internal controls, within a complex, geographically diverse, multi-funder, healthcare not-for-profit environment.Key Duties and ResponsibilitiesFinancial Operations & Close ManagementManage monthly, quarterly, and year-end financial close processes.Ensure accurate reconciliations, journal entries, and audit-ready documentation.Review finance outputs and resolve discrepancies prior to escalation.Financial Reporting & AnalysisPrepare accurate financial statements, variance analysis, and cash flow reporting.Provide management-level reporting and identify trends, risks, and issues.Budgeting & Forecast CoordinationLead, with the Financial Director, the annual budgeting and forecasting processes.Coordinate inputs from program leads and finance staff.Monitor budget performance and support corrective action.Compliance,



Audit & Internal ControlsEnsure compliance with Accounting Standards for Not-for-profit Organizations and funder requirements.Coordinate annual audits and maintain strong internal controls.Leadership & SupervisionSupervise finance staff and manage workloads and deadlines.Provide coaching, feedback, and professional development in accordance with RCCbc’s values.Systems & Continuous ImprovementDocument and improve financial processes and workflows.Support financial system improvements and scalability.Adopt a lead role in the implementation of a new accounting system to go live on April 1, 2027.Cross-Functional SupportSupport program leaders with financial interpretation and budget monitoring.Travel as needed.Performs all other related duties as directed.Exercising Judgment/Impacts of Decisions/Consequence of ErrorThe Finance Manager requires judgment, sensitivity and discretion to an outstanding degree when communicating internally with various team members, and externally with rural community representatives, Ministry and government agencies, external organizations, other health care authority representatives, and members of the public to receive and disseminate information. Poor judgment or errors could have a negative impact on the Rural Coordination Centre of BC resulting in negative public relations and loss of credibility.QualificationsEducation, Training and ExperienceUndergraduate degree in finance, accounting,
