Our company is building a regulator-ready financial crimes program to support long-term Canadian and global scale. We make buying, selling, and moving crypto easier across Web3, supporting non-custodial on- and off-ramp transaction flows.
Role Overview
The Chief Anti-Money Laundering Officer (CAMLO) & Canadian MLRO carries formal statutory responsibility and accountability for the company’s Canadian Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and Sanctions compliance framework. This role combines high-level regulatory strategy, policy construction, and executive-level reporting with hands-on oversight of transaction workflows, regulatory examinations, proactive compliance monitoring, and program remediation.
You will serve as the designated CAMLO under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and the primary point of contact for the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), Revenu Quebec (MSB license), and any relevant provincial regulators, and third-party auditors.
Primary Reporting Lines: Global Head of Compliance (Administrative) and Canadian Board of Directors (Governance & AML Program Oversight)
Key Responsibilities
1. Proactive Compliance Monitoring & Gap Analysis
Design, execute, and manage an ongoing PCMLTFA/AML/ATF/Sanctions compliance monitoring and Quality Assurance (QA) testing program.
Proactively evaluate control effectiveness across business lines, identifying operational gaps, edge-case vulnerabilities, and emerging risks before they escalate.
Formulate and drive preventative control enhancements and workflow optimizations to continuously mature the Canadian compliance framework.
Track and measure control remediation effectiveness through routine testing cycles.
2. Remediation, Audits & Regulatory Examinations
Serve as the primary lead for all FINTRAC examinations, regulatory inquiries, and mandatory independent 2-year PCMLTFA effectiveness reviews.
Design, advise on, and execute comprehensive remediation programs, historical lookback reviews, and control enhancements to resolve identified deficiencies.
Draft, track, and implement Management Action Plans (MAPs) resulting from internal audits, independent reviews, or regulatory examination findings.
Manage ongoing regulatory engagements, supervisory information requests, and FINTRAC communications.
3. Policy, Governance & Executive Reporting
Build, maintain, and continuously update Canadian AML/ATF, Sanctions (Special Economic Measures Act, Justice for Victims of Corrupt Foreign Officials Act, UN Act), and PCMLTFA policies, procedures,
and internal controls tailored to a non-custodial crypto model.
Establish Canada-specific Compliance Key Performance Indicators (KPIs), key risk indicators (KRIs), and operational metrics.
Prepare and deliver regular compliance reports directly to Canadian Leadership / Board of Directors and the Global Head of Compliance.
Conduct annual Enterprise PCMLTFA Risk Assessments evaluating product, customer, delivery channel, geographic, and blockchain-specific risks.
4. Workflow Management & Analyst Group Oversight
Provide functional oversight, quality assurance, and technical direction to group AML analysts handling Canadian alert backlogs, investigations, and customer due diligence (CDD/EDD), including Politically Exposed Persons (PEPs) and Heads of International Organizations (HIOs).
Establish standardized investigation guidelines, decisioning trees, and escalation pathways for the analyst group.
Maintain final decision authority on high-risk customer escalations, sanctioned/blocked transactions, and mandatory regulatory filings.
Manage end-to-end regulatory reporting workflows for FINTRAC, including Suspicious Transaction Reports (STRs), Large Virtual Currency Transaction Reports (LVCTRs), and Travel Rule compliance, alongside recordkeeping protocols.
5. Licensing & Regulatory Advisory
Provide ongoing advisory to Executive Leadership, Product, and Engineering on evolving Canadian federal (FINTRAC/Department of Finance) and provincial (e.g., Revenu Quebec, CSA / provincial financial and securities administrators) regulatory requirements.
Spearhead and maintain FINTRAC Money Services Business (MSB) / Foreign MSB (FMSB) registration and maintain alignment with evolving PCMLTFA amendments.
Oversee responses to production orders, law enforcement information requests, and voluntary regulatory information-sharing frameworks.
6. Systems, Models & Third-Party Oversight
Oversee the calibration, rule tuning, and threshold testing of transaction monitoring, identity verification (KYC/KYT), and blockchain analytics tools.
Validate and challenge third-party compliance technology vendors, Travel Rule messaging solution providers, and service level agreements (SLAs).
Maintain sanctions blocking, asset freezing,
and reporting protocols in accordance with Canadian autonomous sanctions and Global Affairs Canada requirements.
Qualifications & Requirements
● Experience: 5+ years of dedicated AML/ATF compliance experience within a Canadian fintech, Money Services Business (MSB), crypto platform, or regulated financial institution.
● Compliance Testing & QA: Demonstrated experience designing, implementing, or overseeing compliance monitoring and testing programs to proactively identify control gaps.
● Audit & Exam Track Record: Background in compliance audit/exam functions OR direct hands-on experience leading FINTRAC examinations and mandatory PCMLTFA independent reviews.
● Remediation Expertise: Demonstrated experience designing, executing, and closing complex regulatory remediation plans, MAPs, and historical transaction lookbacks.
● Crypto & Web3 Knowledge: Deep understanding of blockchain analytics tools, digital asset typologies, non-custodial transaction architectures, and Travel Rule protocols.
● Regulatory Knowledge: Deep expertise in the PCMLTFA and its regulations, FINTRAC guidance, Canadian sanctions laws (SEMA, UN Act), and Canadian MSB obligations.
● Certifications: Certified Anti-Money Laundering Specialist (CAMS), Certified Financial Crime Specialist (CFCS), or equivalent professional designation required.
● Skills: Strong analytical, narrative drafting, and executive communication skills with proven comfort presenting to Boards and regulators. Ready to engage in continuing compliance education. Fluent written and spoken English required. Passive English / French bilingualism is an asset.
What This Role Is Not
● Not a purely passive oversight role: Requires active workflow optimization, policy drafting, continuous control testing, and hands-on remediation.
● Not direct line management: Focuses on functional direction, quality control, and escalation management for group AML analysts rather than administrative HR management.
● Not subordinate decision authority: Carries independent statutory authority (as designated CAMLO) to block transactions, escalate risks, or file regulatory reports to protect the firm.
