In Niagara, Welland’s growth outpaces every other municipality, and the City is becoming the region’s heartbeat.About the PositionUnder the direction of the Administrative Supervisor, Planning and Building, the By‑law Clerk is responsible for providing front‑line customer service, clerical, and administrative support for the Planning and Development Services Department.Duties & ResponsibilitiesProvide front‑line customer service at the Planning and Development Services reception desk, responding to general inquiries in person, by phone and email, and directing inquiries to appropriate personnel.Compile and distribute general correspondence, including forms, reports, and communications to residents, internal departments, and external agencies.Receive, review, and process applications for business licenses, encroachment agreements, and rebate programs; obtain appropriate fees, prepare receipts, maintain databases, process damage deposits, rebate refunds, and answer inquiries.Review and maintain the By‑law Enforcement section of the City’s website, providing updated information to the Information Services division.Communicate with potential business license, encroachment agreement, and rebate program applicants by answering questions and providing support throughout the application process.Process business license applications and parking permits, circulate to various departments, contact permit and license applicants when a permit is ready,
and confirm all documentation is in order.Maintain records for By‑law Enforcement complaints in the electronic database by updating the database with incoming phone calls, emails, letters, etc.Process all paperwork for By‑law Enforcement Officer(s), create compliance letters and notices, and prepare orders for Officer signatures when required.Communicate to the SPCA regarding all complaints and inquiries related to Animal Control.Perform general office duties, including distributing daily mail, scheduling officer appointments, and preparing vouchers as required.Answer questions and disputes related to notices issued for administrative penalties.Perform all duties related to parking infraction notices and parking administrative monetary penalties (AMPs), including preparing notices and court documents, filing, balancing and recording payments, and processing information.Collect, verify, and prepare bi‑weekly payroll, ensuring accuracy and completeness.Provide back‑up to the Customer Service Clerk – Planning and Permit Application Clerk – Building, as required.Perform other duties as assigned.What you need to Succeed...Two-year College Diploma in Office Administration or a similar field.Two years’ experience in an administration role within an office environment.Two years’ experience in a Customer Service role.Knowledge of the Municipal Act, the Planning Act, the Building Code Act, and Municipal Bylaws is an asset.Municipal Law Enforcement Officers Association of Ontario certification and/or Municipal Law courses is an asset.Expertise in a variety of computer applications, including Microsoft Office Suite, database management, and other related office software.Solid organizational and analytical skills, including the ability to multi‑task.Strong written and verbal communication skills with the ability to provide excellent customer service, in person and over the phone.Salary and Benefit InformationThe hourly wage range for this full‑time, unionized position is $33.08 – $34.79 (2024 rates).Why Choose Welland?OMERS Pension: Secure your future with an OMERS pension, one of Canada’s largest defined benefit pension plans.
