Compliance SpecialistDepartment:Public Works - Winnipeg Parking AuthorityDesignated Work Location:510 Main Street; Hybrid with alternate 495 Portage AvenuePosition Type:Permanent Full-timeHours:8:00 a.M. to 4:00 p.M., Monday to FridaySalary:$2,493.91 – $2,922.82 bi‑weekly (Enforcement Services Officer classification)Employee Group:C.U.P.E.Posting No.:126996 |Closing Date:May 18, 2026Job ProfileThe Compliance Specialist reports to the Coordinator, Compliance & Communication and provides enforcement and compliance activities, business support, and quality assurance review processes for various parking and by‑law programs, including the Winnipeg Parking By‑law, Winter Parking Ban By‑law, Fire Prevention By‑law, Streets By‑law and Private Parking By‑law. The position supports daily enforcement operations, such as reviewing and approving selective enforcement requests, special permits, and temporary lifting of restriction orders. The Specialist also manages legislative requirements and the WPA’s Automated License Plate Recognition (ALPR) mailout program for parking penalty notices and processes related to the Municipal By‑law Enforcement Act (MBEA).ResponsibilitiesAdminister City’s MBEA penalty notices and WPA’s ALPR parking penalty notice program.Review, approve, and issue written orders exempting vehicles from applicable traffic and parking restrictions.Issue penalty notices under MBEA and tickets under the Provincial Offences Act for enforcement of relevant by‑laws.Develop, implement, and maintain asset inventory and service operations for the WPA’s fleet and related hardware, supporting the Capital ALPR Program.Support the Coordinator,



Compliance & Communication in preparation and continuous monitoring of work plans.Education and QualificationsDegree, Certificate or Diploma in Business or Public Administration, Politics or equivalent combination of education, training, and experience.Two years of experience in enforcement, justice or related field, including knowledge of powers granted to special constables, relevant bylaws, regulations, policies, and protocols.One year of experience in asset management, fleet management, investment planning or related area.Experience applying service management principles and financial management techniques.Experience negotiating and influencing to impact decisions, solve problems, and advance opportunities while ensuring contract requirements and agreements are adhered to.Experience interpreting, applying and enforcing provincial legislation such as the Highway Traffic Act, City of Winnipeg Charter Act, Municipal By‑law Enforcement Act, Freedom of Information and Protection of Privacy Act, Provincial Offences Act and other municipal bylaws.Experience with parking management software, fleet management software, and other data management systems for completing tasks, analyzing and interpreting large data sets,



identifying trends and monitoring performance.Experience with Microsoft Office programs (Word, Excel, Outlook).Knowledge of fleet management practices, including vehicle systems, maintenance schedules, hardware installation procedures and associated safety standards.Excellent analytical, problem‑solving and decision‑making skills; ability to work independently.Valuable interpersonal skills and ability to develop and maintain effective working relationships.Strong organizational and time‑management skills; ability to managemultiple tasks and deadlines.Excellent verbal and written communication skills to effectively communicate with all levels of staff, stakeholders and the general public.Important:Applicants educated outside Canada must have education comparable to the minimum qualification in Canada.
