Change Management Specialist (3 month contract)
Location: Burnaby, BC / Hybrid
Staffing Placement Opportunity
Position Overview A large public-sector organization is seeking an experienced ERP Change Management and Business Process Specialist to support an enterprise resource planning transformation initiative.
The consultant will assess and document current-state business processes across three key process domains:
- Hire to Retire (H2R)
- Procure to Pay (P2P)
- Plan to Budget (P2B)
The successful consultant will work closely with business stakeholders, process owners, subject matter experts, project teams, managers, and operational staff to develop a comprehensive understanding of existing processes. The consultant will identify challenges, inefficiencies, risks, and opportunities for improvement that will support future ERP planning and solution design.
Key Responsibilities
Project Initiation and Planning
- Participate in project kickoff meetings with business and project stakeholders.
- Confirm the engagement scope, objectives, timelines, governance structure, and assessment approach.
- Review existing process documentation, process maps, process inventories, and relevant business materials.
- Validate the inventory of in-scope processes across the H2R, P2P, and P2B domains.
- Identify gaps in the existing process inventory and recommend additions required for complete process coverage.
- Develop a schedule and approach for discovery workshops, interviews, walkthroughs, and validation activities.
Current-State Process Assessment
- Assess existing business process documentation and process maps.
- Update, enhance, standardize, or create process maps as required.
- Conduct interviews, workshops, and process walkthroughs with process owners, subject matter experts, managers, and operational staff.
- Document current business processes, workflows, approvals, decision points, handoffs, systems, controls, and dependencies.
- Identify process variations across business units and functional areas.
- Document relevant systems, interfaces, spreadsheets, manual activities, reporting requirements, and process dependencies.
- Establish a validated repository of current-state business processes.
Business Process Mapping
- Develop detailed and standardized process maps using an agreed-upon process mapping methodology, such as BPMN, swimlane diagrams, or an equivalent approach.
- Ensure process documentation captures:
- Process names and objectives
- Process triggers and inputs
- Activities and workflow steps
- Decision points
- Roles and responsibilities
- Approvals and controls
- Systems and applications
- Data inputs and outputs
- Process outcomes
- Upstream and downstream dependencies
- Process variations and exceptions
- Use the organization’s existing business-capability framework and expand it to provide a comprehensive representation of current-state processes.
- Support updates to business and enterprise architecture information in the designated enterprise architecture platform.

Change Management Responsibilities
- Develop and support change management strategies and plans for an enterprise transformation.
- Conduct change impact assessments, stakeholder analyses, stakeholder mapping, and readiness assessments.
- Translate process, system, role, data, and policy changes into transparent stakeholder impacts and practical change actions.
- Develop communication, engagement, training, adoption, and reinforcement activities.
- Support leaders, managers, project teams, process owners, and employees throughout the transformation.
- Establish feedback mechanisms and measures for monitoring adoption.
- Identify and support the resolution of stakeholder concerns, competing perspectives, and resistance to change.
- Provide knowledge transfer, coaching, and capability-building support to internal teams.
Challenges and Opportunities Assessment For each documented process, the consultant will identify relevant challenges, including:
- Manual activities and workarounds

Stakeholder Engagement
- Facilitate process discovery workshops, interviews, focus groups, and process walkthroughs.
- Conduct validation sessions with business stakeholders.
- Present draft process maps and documentation to process owners.
- Gather, assess, and incorporate stakeholder feedback.
- Obtain approval or sign-off on finalized process documentation.
- Communicate project status, risks, dependencies, and timeline impacts clearly and promptly.
- Collaborate effectively in both virtual and in-person environments.

Required Qualifications And Experience
- Post-secondary degree or diploma in business administration, organizational development, human resources, communications, information systems, public administration, or a related discipline.
- An equivalent combination of education and relevant experience may be considered.
- Minimum of five years of progressive experience delivering change management services for complex, organization-wide business or technology transformations.
- Demonstrated experience developing and executing change management strategies and plans.
- Experience conducting change impact assessments, stakeholder analyses, readiness assessments, and adoption activities.
- Experience supporting ERP, human capital management, finance, procurement, budgeting, or other enterprise-system transformations.
- Experience with transformations involving significant changes to business processes, roles, responsibilities, systems, and ways of working.
- Demonstrated experience working with senior leaders, process owners, subject matter experts, managers, employees, project teams, and other stakeholder groups.
- Strong experience facilitating business-process discovery sessions and developing detailed current-state process maps.
- Experience working in a public-sector, municipal, unionized, or similarly complex multi-stakeholder environment is considered an asset.
Technical Skills

- Familiarity with SAP-enabled H2R, P2P, and P2B business processes is preferred.
- Experience with enterprise architecture or business architecture tools, including LeanIX, is an asset.
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
- Experience with collaboration, survey, process mapping, learning, or change-tracking tools is an asset.
- Ability to synthesize qualitative and quantitative information into concise, decision-ready materials.
- Ability to work within established project governance, change control, privacy, security, records-management, and documentation standards.
