The Board supports fair, timely, and effective dispute resolution and plays a critical role in British Columbia’s labour relations framework.OpportunityThe Board is looking for a Financial Analyst for a one-year temporary assignment, with the possibility of extension. The Financial Analyst provides comprehensive financial planning, analysis, and advisory support across multiple programs, projects, or business lines. The role is responsible for developing and consolidating operating, capital, and FTE budgets in alignment with Ministry and Treasury Board requirements, while producing accurate financial forecasts, reports, and variance analyses to support effective decision-making. This position monitors expenditures and internal controls, recommends budget reallocations to balance competing priorities, and assesses the financial impact of program changes. The Financial Analyst contributes to strategic initiatives such as service planning, performance measurement, and labour relations, including collective bargaining support. Additional responsibilities include preparing briefing materials and submissions, overseeing accounts payable and receivable processes, administering contracts, and ensuring compliance with financial policies. The role may also involve supervising staff, providing training and guidance on financial practices, and exercising expense authority.Key AccountabilitiesAnalyze and develop forecasts, recommend options to maximize resource utilization of several program areas and ensure alignment with the Service Plan.Develop, calendarise and consolidate program budgets submissions into the budget (e.G., operating/capital/FTE budgets)



in accordance with Ministry and Treasury Board requirements.Develop financial management reports and spreadsheets to track and monitor budgets, commitments, and expenditures, ensure accuracy and completeness of information, and identify and resolve variances.Recommend budget reallocations, transfers and adjustments to achieve a balance between budget realities and the often-competing needs of various program areas.Research and analyze proposed changes to programs in order to identify and quantify financial impacts, provide advice and recommend viable solutions.Provide strategic support with respect to collective bargaining and labour relations.Develop and maintain financial controls and procedures.Monitor operation for adherence to financial policies and to assess the effectiveness of internal controls.Assist in the preparation of briefing notes, position/issue papers and the budget components of Treasury Board and Cabinet Submissions to support decision-making processes.Coordinate the development of the business unit service plan ensuring linkages between goals, objectives, outcomes and budgets.Work with management to define, modify and implement performance indicators for inclusion to multi-year performance plans.Oversee the processing of accounts payable/receivable.Supervise staff, conduct performance appraisals, provide performance feedback, and provide employee development guidance/opportunities.Support employees in accessing long‑term disability benefits and act as the liaison with the Province of BC disability coordinator.Provide advice, and/or deliver training, to business unit staff on financial planning/budget preparation.Act as a contract administrator,



including advising staff regarding the contract management lifecycle, determining contracted goods/services requirements, drafting agreements, and monitoring contracts.Exercise expense authority for goods and services, petty cash, and credit card.Qualifications and ExperienceMaster of Finance or Master of Business Administration with a finance specialization and no formal work experienceBachelor of Commerce with a finance specialization, Bachelor of Business Administration with a finance specialization, or Bachelor of Science in Finance and 6 months of related experience; ORDiploma ina finance program from an accredited institution and 1 year related experience; ORCertificateor coursework in finance and 2 years related experience; ORSecondary School graduation (Dogwood, GED) and 3 years related experience; OREvergreen and 4 years related experience ORAn equivalent combination of education and experience may be considered.Intermediate to advanced knowledge of ExcelRelated Experience May IncludeExperience in conducting financial forecasts and analysis and in supporting budget evaluation processes for multiple business areas.Experience analyzing financial and accounting statements and recommending reallocations.Experience developing financial statements and reports.Preference May Be Given To Applicants With The FollowingCandidates who hold a professional accounting designation and are members of the Chartered Professional Accountants BC (CPABC).Candidates who have provided financial advice with the provincial government or a related agency.What We OfferStarting salary: $68,000Hybrid work arrangement available following successful completion of probationComprehensive health and dental benefitsParticipation in the Public Service Pension PlanA collaborative, skilled environment supporting meaningful public service work#J-18808-Ljbffr
