Project Health & Safety Manager (Northern British Columbia)ROLEThe Project Health & Safety Manager is responsible for all aspects of the effective implementation of the Surerus Murphy Joint Venture (SMJV) Safety Management System, the development of key safety related plans pertinent to SMJV Infrastructure Group activities and projects, and for providing leadership in the continuous improvement of the Safety Management System, Infrastructure Group programs, procedures and client requirements while ensuring compliance with all provincial and federal legislation.KEY RESPONSIBILITIESEnsure timely reporting and communiqués with Calgary Corporate HSE, Infrastructure Vice President of Operations and each Project Management Team (PMT).Liaise with the Client Representative(s) and provide support to the Project Management Team(s).The Project Health and Safety Manager acts as a primary liaison between the on-site SMJV Safety Team and Client Representative(s).Prepare and/or review all project safety documentation required by each project to comply with the SMJV Safety Management System, contractual safety requirements, and provincial and federal legislation.Ensure implementation of all applicable SMJV Health and Safety policies, standards, procedures, plans, practices and rules.Supervise, mentor, train and develop safety personnel.Provide guidance to on-site safety team for all safety related issues.Support the projects in implementing the safety requirements identified in the Site-Specific Safety Plan (SSSP) and applicable legislation.Monitor, trend, and analyze project safety performance and recommend/assist in implementing mitigating measures for the project(s):Communications may include but not be limited to: site bulletins, newsletters, alerts and daily messaging through PMT, tailgate, or safety meetings.Ensure alignment with SMJV policies and procedures and client Health and Safety Management Plans.Work with the Project Manager(s) to rank risk concerns and arrange for investigations of high-risk items.Provide support and guidance in the investigation of all related incidents including lost time,



medical aid and vehicle accidents:Provide competent resourcing and support for foreperson/supervisors in incident investigations.Perform periodic inspections of SMJV Health and Safety team assigned to each project to identify gaps and resolve issues via teamwork.Assess and evaluate the performance of each SMJV Health and Safety team working on Infrastructure projects.Lead the required safety audits – internal and external – for all Infrastructure projects:Support conduction of audits to ensure reports (jobsite inspection reports, incident/accident reports, tailgate meeting minutes) are completed.Ensure all identified concerns are resolved and signed off by the responsible person, and supply supervisors with a copy for safety meetings.Facilitate development of CAPA / Action Plans for corrective measures with assigned accountabilities and timelines.Ensure regular inspections of all worksites are conducted to ensure compliance with legislation and company policies.Ensure all Safety Management System requirements are followed:Support Senior Management and field supervisors in maintaining the system.Support operations and functional management in achieving corporate initiatives.Establish and maintain contacts with industry and government agency representatives for continuous improvement and compliance.Assist with general, pre-job and weekly project safety meetings where practical; participate in all monthly project meetings:Supply information and provide guidance regarding meeting structure and content.Develop and maintain emergency response plans, standards, procedures, as well as site-specific and corporate work plans.Maintain all required industrial hygiene program requirements within the SMJV, ensuring completion of baseline sound level and audiometric testing where required.Support each Project Manager and SMJV Commercial department in reviewing subcontractor agreements to address Health and Safety requirements.Oversee and supervise sub-contractors including medical personnel and specialty safety services.Participate in project related meetings discussing safety performance/issues:Project kick-off MeetingsWeekly and monthly progress meetingsSafety meetingsJoint inspections and Audits (Contractor & Owner)Safety Stand-downsSupport Calgary Corporate HSE and SMJV Board of Directors for every legal dispute resolution.Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.POSITION REQUIREMENTSQUALIFICATIONSOccupational Health & Safety Certificate or NCSO designation.Possess Canadian Registered Safety Professional (CRSP) designation or Certified Safety Professional (CSP) certification.EXPERIENCE8 – 10 years of experience in a safety related position in the oil & gas construction industry, including:5 – 7 years of experience in a safety management role in a related industry (preferably with process facility construction).Minimum of 3 years working experience in a managerial role.SKILLS AND KNOWLEDGEUnderstanding of the oil and gas construction industry.Understanding of Occupational Health & Safety Acts, Regulations and Codes for British Columbia, and how it pertains to daily field tasks.Ability to effectively lead teams.Ability to represent the Company in front of the Client in a qualified and courteous manner.Ability to effectively communicate in large crowd settings.Ability to maintain a professional attitude in high pressure settings.Ability to read and understand relevant documentation pertaining to the successful and safe completion of each project (legislation and other industry specific standards/practices).Proven understanding of the effective management of incidents, and near hits.Familiarity with relevant construction codes, standards, and practices.Intermediate knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint).WORKING CONDITIONSThis position is field based in northern British Columbia, with camp accommodations provided.
