The Vancouver Fraser Port Authority is an

The
Manager, Engineering is responsible for providing senior technical expertise in
the planning, design, construction and asset management of the port authority's
facilities and infrastructure assets, as well as managing engineering aspects
of container and cruise terminals, pavements, roads, overpasses, utilities and
structural engineering issues
**What you do:**
Manageongoing engineering operational activities including analysis, planning,budgeting, authorization, tendering, implementation and monitoring ofconstruction and asset management works.

Participatein port development and facility planning by providing senior engineeringexpertise, contributing to technical workshops and cross-functional teams,reviewing PER permit applications, supervising multi-discipline consultingteams, preparing reports and recommendations, conducting and reviewing studiesand cost estimates, and liaising with other VFPA departments, stakeholders and agencies.

Effectivelymanage consultants and contractors to ensure that corporate and departmentalobjectives and priorities are met.

Prepareand review work scope documents, budgets, schedules, proposal requests.

Prepare and review tender documents, includingplans, specifications and pertinent documents.

Review proposals and tenders, negotiate contracts and prepare reportsand submissions.

Superviseand administer contracts for asset inspections, design and construction ofcapital and asset management projects and ensure timely, on budget completionof projects.

Coordinate all aspects ofthe work including environmental, technical design, construction,administration, scheduling and outside agencies.

Participate in thedevelopment of departmental plans and be responsible for the development andimplementation of activities and programs designed to meet the intention ofspecific strategic priorities.





Participate as a memberof various management and inter-departmental teams in the planning,implementation and management of business initiatives.

Promote the VFPA'shealth and safety program by demonstrating health and safety leadership throughactions, participation in health and safety initiatives and regular safetyconversations with employees.

Plan, implement andreview departmental staffing requirements for areas of responsibility,including the determination of clear position descriptions, accountabilitiesand reporting arrangements to optimize service delivery to all stakeholders.

Manage subordinates,ensuring that team and individuals are motivated, have defined positiondescriptions and reporting arrangements, their performance goals are clear andactively managed and development needs are defined and addressed.

Represent VFPA innegotiations, at conferences and conventions, and in the media as required,ensuring clear communication of the business strategy and key messages, and thepresentation of a positive and professional image of the business.

Liaise with Human

Resources to ensure the effective selection, training and performancemanagement of staff.

Participate in theplanning and the review of departmental operating costs, particularly withregard to staffing requirements, overheads, consultancy services, plannedbusiness programs and service provision.

Articulate and live theVFPA culture and values, set an example by modelling the required behavioursand hold others (staff and peers) accountable for their actions by identifyingand acting on behaviour which is inconsistent with agreed standards and values.

Provide an active andpositive leadership example within the wider Port community, clearlycommunicating VFPA's strategy and key elements of VFPA's business plan,ensuring VFPA's ability to deliver improvements through influence as well asdirect control.

Participateon cross-functional teams and perform other assigned duties as required.
**What you bring:**
Appropriateuniversity degree in engineering or applied science with a minimum of 5 yearsof related experience at a management level, or an acceptable combination ofeducation and experience.

Must have strong technical expertise in the areas of planning, engineering andconstruction as it relates to port and infrastructure projects.

Ports and marine design, construction and projectmanagement experience would be an asset.

Must be amember (or eligible to become a member) of Engineers & Geoscientists





British Columbia.

Must haveexcellent leadership qualities and management skills.

Must possessexcellent negotiation, communication and public speaking skills to effectivelyinterface with all contacts including all levels of business, government andthe public to represent VFPA as a dynamic organization prepared to seizeopportunities for VFPA as a world-class port.

Must be able to present technical information atpublic meetings and also in writing to technical working groups.

Must have astrong customer service orientation while managing a breadth ofresponsibilities.

Must alsodemonstrate effective decision-making, planning and initiative, while fosteringthe development of all of these competencies in VFPA's emerging leaders.
