We are seeking a senior
Chief Court Information Officer (CCIO)
to provide strategic leadership across
Information Management, IT governance, cybersecurity, privacy, records retention, and digital transformation within a complex legal and public-sector environment.
Must-Have Skills
5+ years of
Information Technology & Information Governance experience
Strong
Cybersecurity, Information Security & Records Retention expertise
Information Management strategies, policies, governance, and compliance
Solid understanding of legal and regulatory requirements related to information management, cybersecurity, and records retention
Extensive experience conducting
IT & Information Security Research and providing senior/executive-level advice
Experience preparing written opinions, memoranda, reports, and executive recommendations
Strong
Judicial Independence knowledge and understanding
Strong
Political Acumen in complex institutional and public-sector environments
Proven
Discretion and Diplomacy when handling sensitive and confidential matters
Ability to build trust and confidence in the administration of justice
Experience making sound decisions involving confidential and sensitive information
Strong
Stakeholder Management across judiciary, government, legal, executive, and external groups
Ability to communicate complex technical concepts to non-technical audiences
Strong analytical, problem-solving, planning, organizational, and decision-making skills
Experience with
MS Office - Word, Excel, PowerPoint, Visio, Outlook
Strong understanding of
Privacy, Cybersecurity, Information Governance, and Records Retention
Experience supporting
IT Strategy, Project Management, Change Management, and Digital Transformation
Ability to work effectively in a highly confidential legal and public-sector environment
Ability to represent the organization in inter-jurisdictional, justice-sector,
and government technology forums
Must be available for onsite work in Winnipeg
Key Responsibilities
Provide strategic leadership for
Information Management, Information Technology, cybersecurity, privacy, records retention, and digital services .
Develop and implement information management strategies, policies, governance frameworks, and security practices .
Lead modernization of court information systems, including case management, e-filing, digital evidence, and courtroom technology .
Develop multi-year
IM/IT and Digital Transformation Roadmaps .
Ensure technology investments support judicial independence, access to justice, operational efficiency, privacy, and security .
Provide executive-level
IT security research, advice, opinions, memoranda, and reports .
Lead cybersecurity, risk management, privacy, compliance, and records retention initiatives.
Establish strong governance and risk management practices across court technology operations.
Build effective relationships with judiciary, court administrators, justice partners, government IT organizations, and external stakeholders .
Communicate complex technology and security matters clearly to senior leadership and non-technical audiences .
Represent the Courts on relevant justice-sector, government, and inter-jurisdictional technology forums .
Exercise strong discretion, diplomacy, and political acumen when dealing with sensitive judicial and government matters.
Maintain strict confidentiality regarding judicial information and sensitive court data .
Support implementation and enhancement of software, databases, digital tools, and information systems used by the judiciary.
Develop and maintain strategic plans, priorities, governance processes, and technology initiatives.
Nice-to-Have
Law Degree from an accredited institution
Familiarity with
JUDICLOUD
Experience within public-sector, legal, justice, or court environments
Experience with digital transformation and enterprise technology modernization
