Job Summary In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Executive Director of Corporate and Clinical Support Services, BCMHSUS, the Director, eMental Health and Special Projects performs a key leadership and project management role for strategic and operational project(s) and eMental Health initiatives across BCMHSUS. Working in partnership with the PHSA Virtual Care Office, these project(s) involve leading virtual care initiatives in mental health and substance use, conducting large-scale reviews of practices, procedures and systems leading to the enhanced integration of services, better service delivery, improved customer satisfaction, development of new programs, and their evaluation

Duties/Accountabilities

- Prioritizes the organization’s engagement in internal and external projects and quality initiatives in consultation with senior leadership. Develops and implements project goals and objectives for assigned area of responsibility, ensuring the delivery of effective and effective services which support the goals and objectives of the PHSA.
- Oversees the development of project charters, plans and monitors timelines and project deliverables. Consults with senior executives and stakeholders and executes project plan according to project methodologies, ensuring successful and coordinated completion of project components, and ensures readiness for project implementation and evaluation.
- Tracks project progress according to project plan and identified metrics. Monitors all activities and provides the executive with regular comprehensive status reports, identifying potential problems, barriers and solutions.



In consultation with the executive and stakeholders determines projects scope and related changes required to facilitate a successful outcome.

- Develops and monitors project budgets within the context of operational demands and environmental and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets.
- Ensures that effective processes are in place to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
- Collaborates effectively with patients/clients, family, staff, physicians, leadership, regional health authorities, community partners, and ministry staff and officials, and national and international health related organizations and fosters effective relationships across BCMHSUS and with partner agencies to maintain sponsorship support for project and quality initiatives and activities.
- Leads and directs staff assigned to support eMental health and special projects including performance improvement activities, initiatives and programs. Provides overall leadership and direction for the team using effective management techniques (e.g., coaching, mentoring, skill and leadership development, decision making, coalition building and performance management) that supports the achievement of required outcomes. Manages and develops an operating budget.

- Sets priorities, assigns work and monitors to ensure teams meet deadlines and objectives in all project and quality initiatives. Inspires a shared vision and aligns performance goals and objectives for team and individuals to ensure match with strategy while maintaining group cohesiveness, motivation, commitment and effectiveness.





Qualifications A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration, or related Health Profession, with more than 10 years recent, related experience including at least two (2) years in a progressive leadership role.

Extensive experience in facilitating and managing consultation processes with a wide range of stakeholders (including public, senior and middle management, physicians and staff, regional health authorities, and ministry staff and officials), managing strategic and operational projects and contract and budget development and oversight. Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Comprehensive knowledge of health care and relevant government procedures, standards and requirements.

Ability to provide leadership, guidance and direction to others.

Strong negotiation, interpersonal and communication skills. Ability to use appropriate strategies to resolve conflict and build consensus between stakeholders on critical issues. Ability to anticipate and respond to changing priorities or unforeseen opportunities.

Ability to work effectively as part of a team. Ability to analyze and problem-solve complex issues towards creative solutions. Ability to organize and prioritize work, and balance multiple activities concurrently while working effectively under time pressures to meet deadlines.

Ability to productively use word processing, spreadsheet, database, and project management software. Physical ability to perform the duties of the job.

Experience and demonstrated ability to collaboratively lead a diverse team and manage contracted staff. Comprehensive understanding of the complexity of service delivery of BCMHSUS in the Province of British Columbia. Demonstrated commitment to on-going learning and professional development
