New Value Solutions (NVS), a national IT consulting firm, is seeking an experienced ERP Replacement Project Manager to lead a multi-year Enterprise Resource Planning (ERP) replacement initiative.

The Project

Manager will serve as an integrated member of the cross-functional project team and provide dedicated project management, strategic guidance, and advisory services throughout the planning, procurement, implementation, organizational change, go-live, stabilization, and transition to ongoing operations.

Responsibilities:

- Lead the planning, coordination, governance, and overall delivery of a complex municipal ERP replacement project.
- Review the existing ERP setting, supporting systems, business processes, technology dependencies, governance practices, and project documentation.
- Develop and maintain the project management plan, project schedule, risk register, issue log, communications plan, and related project documentation.
- Facilitate workshops and interviews with Finance, Technology Services, operational departments, and other stakeholders to identify and validate business requirements.
- Document and manage business, functional, technical, reporting, security, integration, and regulatory requirements.
- Support current-state business process reviews and development of future-state processes to improve operational efficiency and service delivery.
- Develop and support the ERP procurement strategy, including procurement schedules, evaluation methodologies, RFP documentation, pricing schedules, and evaluation criteria.
- Coordinate vendor inquiries, proposal evaluations, vendor demonstrations, interviews, reference checks, and other procurement activities.
- Support ERP vendor selection, contract negotiations, contract finalization, and transition into implementation.
- Prepare project reports, presentations, recommendations, options, and decision-support materials for senior Administration and, when required, Municipal Council.
- Provide project management leadership and oversight throughout implementation of the selected ERP solution.




- Manage the client-side relationship with the ERP vendor, including performance, deliverables, timelines, contractual obligations, risks, issues, and dependencies.
- Coordinate data migration, data validation, reconciliation, system integration testing, user acceptance testing, and issue resolution.
- Coordinate implementation readiness, cutover, go-live, end-user training, knowledge transfer, and post-implementation stabilization.
- Develop and coordinate organizational change management, communications, stakeholder engagement, and user-readiness activities.
- Review and validate project deliverables to ensure business requirements, quality standards, and contractual requirements are met.
- Coordinate development of business process documentation, standard operating procedures, work instructions, user guides, and training materials.
- Lead project close-out activities, lessons learned, final system acceptance, knowledge transfer, and transition to ongoing operations.
- Monitor project progress, risks, issues, budget, milestones, dependencies, and deliverables and recommend corrective actions when required.

Requirements:

- Minimum of 7 years of progressively responsible project management experience.
- Significant experience managing enterprise technology implementation projects within the public sector.
- Demonstrated experience leading ERP replacement projects within Canadian municipalities.
- Experience managing ERP projects across planning, requirements development, procurement, vendor evaluation and selection, implementation, organizational change, and transition to operations.
- Current PMP, CAPM, or PRINCE2 Practitioner certification is mandatory.
- Organizational change management certification is considered an asset.




- Strong understanding of Canadian municipal governance, procurement, legislative, and decision-making environments.
- Demonstrated experience working collaboratively with business teams, technology teams, senior leadership, and external ERP vendors.
- Experience providing professional advice, recommendations, options, implications, and decision-support information to senior administration, executive leadership, elected officials, or governing bodies.
- Strong experience with project governance, schedules, budgets, RAID management, stakeholder engagement, reporting, and vendor management.
- Experience coordinating ERP data migration, system testing, UAT, training, cutover, go-live, and post-implementation stabilization.
- Strong written, verbal, facilitation, presentation, stakeholder-management, and problem-solving skills.
- Ability to provide services on a full-time, dedicated basis throughout the engagement.
- Ability to work primarily from the client’s offices in Morinville, Alberta, with hybrid work arrangements where approved.
- Candidates must be able to provide three references from Canadian municipalities or similar public-sector organizations where they have delivered ERP replacement project management or closely related services within the past 10 years.
