As part of our growth, we are seeking an IT Portfolio Planning, Control and Governance Advisor (PCO) who is eager to contribute to large-scale mandates while evolving within a team recognized for its expertise and people-centered approach.

? Your Role

As an IT Portfolio Planning, Control and Governance Advisor (PCO), you will be responsible for the following:

Portfolio Management and Strategic Planning

- Participate in the preparation and consolidation of the IT project portfolio.
- Contribute to annual and multi-year planning exercises.
- Assess the organizational capacity required to support upcoming projects and initiatives.
- Consolidate resource, budget, and effort requirements to support decision-making.
- Collaborate on budget review exercises and financial forecasting activities.

Project Planning and Control

- Support directors and project managers in developing comprehensive and realistic project plans.
- Ensure the quality, consistency, and integration of plans within the EPM setting.
- Maintain a consolidated view of schedules, budgets, resources, and deliverables.
- Identify variances, risks, dependencies, and issues that may impact project objectives.

Governance and Management Information

- Produce dashboards,



performance indicators, and executive reports for various management committees and stakeholders.
- Prepare portfolio reviews, governance committee materials, and presentations for senior management.
- Provide recommendations to optimize resource allocation and portfolio performance.
- Ensure the quality and reliability of information used for decision-making purposes.

Continuous Improvement

- Define and implement planning, control, and governance processes, methods, and tools.
- Contribute to the maturity and evolution of portfolio management practices (PMO/EPM).
- Harmonize practices across projects and business units.
- Facilitate knowledge transfer and coaching for internal teams.

✅Desired Profile

1. Bachelor’s degree in Computer Science, Business Administration with a specialization in Information Systems, or an equivalent discipline recognized by the Ministry of Education.
2. Minimum of two (2) years of experience in project planning and control within the information technology sector.
3. Experience completing one (1) mandate involving the planning and control of technology or business projects within an organization comparable to a government ministry, with a minimum scope of 1,000 person-days.
4. Experience completing one (1) mandate of at least 220 person-days focused on project planning, project control,



and the production of management information for technology or business initiatives.
5. Minimum of one (1) year of experience, totaling 220 person-days, using Microsoft Project as a project controller within the last two (2) years.
6. Demonstrated experience using dashboard and reporting tools such as Power BI, Power Automate, Power Apps, or similar solutions.
