Payroll, Benefits & Administrative Specialist (Part-Time)

Location: Remote (100% Work from Home), with occasional in-person attendance as required

Hours: Approximately 18 hours per week, with the possibility of additional hours

Wage: $35.00–$38.00 per hour, depending on experience and qualifications

Reports To: Chief Operating Officer (COO)

About the Role

North Shore Disability Resource Centre is looking for an experienced, highly organized Payroll, Benefits & Administrative Specialist to join our team on a part-time basis.

This expanded role combines responsibility for payroll processing, employee payroll administration, benefits administration, Municipal Pension Plan (MPP) administration, employee records, and administrative support to the organization and senior leadership team.

The position is primarily remote and offers flexibility while requiring reliable availability during payroll processing every two weeks. The successful candidate will be comfortable balancing deadline-driven payroll responsibilities with ongoing administrative tasks and changing organizational priorities.

Because payroll has strict deadlines, the successful candidate must be available during payroll processing each pay period, generally 2–3 business days before the scheduled payroll deposit date until payroll has been submitted. Some flexibility is required during statutory holiday weeks, year-end processing, or when payroll deadlines change.

Key Responsibilities

- Payroll Administration
- Process biweekly payroll accurately and on time.
- Review pre-payroll reports, identify discrepancies, and ensure payroll information is complete before each payroll is processed.
- Process wage step increases for union employees based on lifetime hours.
- Monitor sick leave balances and ESA sick pay eligibility.
- Process payroll adjustments, retroactive pay, manual entries, benefit overrides, statutory pay adjustments, and payroll corrections.
- Process employee terminations, vacation payouts, and Records of Employment (ROEs).
- Set up new employees in Dayforce and maintain payroll records.
- Update pay codes, work assignments, departments, schedules, and shift information.
- Upload weekly schedules into Dayforce.
- Prepare and distribute post-payroll reports, including payroll summaries, journal reports, earnings reports, deduction reports, overtime reports, and union dues reports.
- Respond to payroll inquiries from employees, managers, Finance,



Service Canada, WorkSafeBC, and other applicable parties.
- Manage the payroll inbox and payroll reminder communications.
- Reset Dayforce passwords and assist employees with payroll-related questions.
- Assist with year-end payroll, T4 preparation, audits, annual CSSEA reporting, retroactive wage increases, and other payroll projects.
- Maintain appropriate confidentiality and security of payroll and employee information.

Employee Administration

- Process new hires, transfers, schedule changes, work assignment changes, leaves of absence, and terminations.
- Maintain employee records and complete related HR updates, including benefits, MPP, ShareVision, CRCs, and personnel files.
- Maintain employee seniority records, including casual-to-permanent seniority calculations.
- Maintain payroll and employee tracking spreadsheets for current and upcoming employee changes.
- Ensure employee documentation and records are complete, accurate, current, and appropriately filed.
- Assist with routine employee documentation and administrative follow-up as assigned.

Benefits Administration

- Enrol eligible employees in benefit plans.
- Maintain benefits eligibility tracking.
- Process employee benefit enrolments, changes, and terminations.
- Assist with leave-related benefit administration.
- Reconcile monthly benefit invoices and premium changes.
- Complete annual overage dependent reviews and salary updates.
- Respond to routine employee questions regarding benefit administration and direct more complex matters appropriately.

Municipal Pension Plan (MPP)

- Administer MPP enrolments and eligibility.
- Complete MPP remittances every pay period.
- Prepare MPP reports and Retirement Service Entries.
- Complete annual eligibility reviews for part-time employees.
- Respond to MPP-related requests and inquiries.
- Maintain accurate pension administration records and required documentation.

Administrative & Organizational Support

- Provide administrative support to the COO, CEO, and other members of the senior leadership team as assigned.
- Prepare, format, edit, and organize correspondence, reports, spreadsheets, forms, presentations, and other organizational documents.
- Assist with scheduling meetings, coordinating calendars, and organizing appointments as required.
- Prepare meeting materials and assist with agendas, minutes, follow-up items, and tracking of action items where requested.
- Maintain organized electronic files, records, shared folders, and administrative documentation.
- Assist with data entry, document management, filing, scanning, and records maintenance.
- Maintain administrative trackers,



spreadsheets, contact lists, and other organizational records.
- Assist with preparation and distribution of internal communications, notices, forms, and other materials.
- Support the collection, organization, and preparation of information required for organizational reporting, audits, accreditation, funding requirements, and other operational needs.
- Assist with ordering, coordinating, and tracking office or organizational supplies and materials as required.
- Support administrative aspects of employee onboarding and offboarding.
- Assist with forms, letters, templates, and routine correspondence.
- Follow up on outstanding documentation or information with employees and managers as directed.
- Provide administrative assistance with special projects and organizational initiatives.
- Perform other administrative duties reasonably associated with the position and provide additional support during periods of increased organizational need.

Qualifications

- Minimum 2 years of payroll experience, preferably in a unionized environment.
- Experience processing biweekly payroll from start to finish.
- Experience using Ceridian Dayforce is required.
- Experience with employee benefits and Municipal Pension Plan (MPP) administration is an asset.
- Experience providing administrative or executive support is strongly preferred.
- Strong understanding of Canadian payroll legislation.
- Excellent organizational and time-management skills with exceptional attention to detail.
- Ability to independently prioritize multiple responsibilities and meet strict deadlines.
- Strong written and verbal communication skills.
- Strong customer service skills and the ability to interact professionally with employees, managers, external agencies, and service providers.
- Demonstrated discretion and ability to maintain confidentiality when handling payroll, personnel, financial, and organizational information.
- Solid proficiency with Microsoft Office, particularly Excel, Word, Outlook, and Teams.
- Comfortable working with electronic records, shared drives, databases, spreadsheets, and other digital systems.
- Ability to adapt to changing priorities and provide administrative support across different areas of the organization.
- PCP (Payroll Compliance Practitioner) designation is an asset but not required.

Hours and Availability

This position is expected to work approximately 18 hours per week. Hours may fluctuate somewhat based on payroll cycles, operational requirements, year-end activities, special projects, and other organizational needs.

While the position provides flexibility in how some hours are scheduled, the employee must be available during scheduled payroll processing days each pay period. Payroll deadlines are fixed and require availability during those periods.

Although the position is primarily remote, occasional in-person attendance may be required for meetings, training, administrative activities, or other organizational needs.
