The Real Estate Council of Ontario (RECO) is seeking a Senior HR Business Partner for our Human Resources team. We have one 12-month contract position available to start immediately.

The role The 12-month contract Senior Human Resources Business Partner (HRBP) is a trusted advisor who provides both strategic and operational human resources support to leaders and employees across the organization. Reporting to both the Senior Manager, Human Resources, and the Senior Manager, Talent & Special Projects, the Senior HRBP partners with leaders to develop organizational capability, address employee relations matters, and ensure the effective delivery of Human Resource programs, policies, and services.

This role has a strong operational focus and is responsible for supporting the full employee lifecycle, including employee relations, performance management, policy interpretation, workforce administration, employee engagement, HR compliance, and continuous process improvement. The Senior HRBP also provides operational payroll support, including acting as backup to the Payroll Specialist and performing payroll review and approval activities to ensure payroll accuracy, compliance, and audit readiness.

Position responsibilities

Strategic Business Partnership

- Build strong partnerships with leaders by providing proactive human resources advice and guidance aligned with organizational objectives.
- Coach and support leaders in employee management, organizational effectiveness, workforce planning, and people-related decision-making.
- Partner with leaders to address organizational challenges and develop practical HR solutions.
- Support organizational change initiatives and workforce transitions.
- Promote a positive, inclusive, and respectful workplace culture.
- Ensure the consistent application of Human Resource policies and practices across the organization.

Employee Relations

- Lead and manage employee relations matters from intake through resolution.
- Conduct workplace investigations involving employee concerns, workplace conflict, policy violations, harassment, and misconduct.
- Provide guidance on performance management, attendance management, accommodations, corrective action, and progressive discipline.
- Coach leaders through difficult employee conversations and performance issues.
- Interpret and apply employment legislation, organizational policies, and best HR practices while minimizing organizational risk.
- Prepare investigation summaries, documentation, recommendations, and employee correspondence.




- Support conflict resolution and foster positive working relationships throughout the organization.

HR Operations

- Administer HR processes throughout the employee lifecycle, including:
- Onboarding
- Employment changes
- Promotions
- Compensation changes
- Leaves of absence
- Return-to-work administration
- Offboarding
- Prepare employment agreements, letters, and HR documentation.
- Maintain accurate employee files and records in accordance with legislative and organizational requirements.
- Ensure HR documentation is complete, accurate, and appropriately maintained.
- Monitor HR processes to ensure service excellence and operational efficiency.
- Identify and recommend opportunities to improve HR processes and procedures.

Performance Management

- Support the ongoing administration of RECO’s Performance Excellence Framework.
- Support the coaching of leaders on:
- Goal setting
- Quarterly performance conversations
- Mid-year reviews
- Annual performance evaluations
- Performance Improvement Plans (PIPs)
- Ensure consistency and fairness in performance management practices.
- Assist with calibration activities and performance documentation.
- Support employee development planning and career discussions

HRIS, ADP Workforce Now & Payroll Support

- Serve as the Human Resources team’s support for ADP Workforce Now.
- Maintain accurate employee information and organizational data within ADP Workforce Now.
- Process employee transactions, including:
- New hires
- Transfers
- Promotions
- Salary adjustments
- Organizational changes
- Leaves of absence
- Terminations
- Generate workforce reports, dashboards, and HR metrics to support business decision-making.
- Support system testing, upgrades, workflow improvements, and continuous enhancement of ADP Workforce Now.
- Act as the designated backup to the Payroll Specialist and support payroll processing during planned and unplanned absences.
- Review payroll transactions for completeness, accuracy, and compliance with organizational policies and legislative requirements.
- Perform payroll quality assurance reviews and approval activities to ensure payroll accuracy and appropriate internal controls.
- Partner with Finance and Payroll to resolve payroll discrepancies and support payroll audits.
- Maintain confidentiality and ensure compliance with payroll legislation and organizational policies

Policy, Compliance & Governance

- Interpret and apply Ontario employment legislation, including:
- Employment Standards Act
- Human Rights Code
- Occupational Health and Safety Act
- Accessibility for Ontarians with Disabilities Act (AODA)
- Other applicable legislation
- Support the development, implementation, and continuous improvement of Human Resource policies and procedures.
- Ensure compliance with legislative requirements and organizational policies.
- Participate in internal audits and governance initiatives.
- Maintain current knowledge of HR trends, legislation, and best practice

Employee Experience & Organizational Effectiveness

- Support employee engagement, wellness, recognition, and culture initiatives.
- Assist with organizational development and change management initiatives.




- Participate in Human Resource projects supporting RECO’s strategic priorities.
- Contribute to employee communications related to Human Resource programs.
- Support initiatives that enhance organizational effectiveness and employee experience.
- Promote continuous improvement and operational excellence within the Human Resource function

Qualifications and experience

- Minimum of 5 years of progressive Human Resources experience in a Human Resources Business Partner, Human Resources Generalist, or comparable advisory role.
- Bachelor’s degree or certificate in Human Resources, Business Administration, Industrial Relations, or a related discipline.
- Certified Human Resources Professional (CHRP) designation is required
- Demonstrated experience managing complex employee relations matters, including workplace investigations, performance management, conflict resolution, accommodations, attendance management, and progressive discipline.
- Experience supporting HR operations across the full employee lifecycle.
- Hands-on experience administering ADP Workforce Now, including employee data management, HR transactions, workflow administration, and reporting.
- Experience providing payroll support and serving as a backup for payroll processing.
- Experience reviewing and approving payroll for accuracy, compliance, and audit purposes.
- Experience interpreting and applying Ontario employment legislation.
- Experience supporting organizational change initiatives and performance management programs.
- Experience working in a non-union environment is preferred.
- Experience in a regulatory, public sector, or broader public sector organization is considered an asset.
