POSITION DETAILS

CLASSIFICATION

This position is classified at the RE-07 group and level which is roughly equivalent to the EX-02 group and level. This is not an executive position; however, the salary is roughly equivalent.

LOCATION

This position is located in Toronto, Ontario. Other satellite locations such as Ottawa, Montreal and Vancouver may be approved, depending on worksite availability.

OSFI’s work model includes telework and mandatory onsite presence. The terms of the employee’s telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change. OSFI employees are currently required to work in the office at least 4 days per week; however, this may be subject to change depending on current direction.

PROCESS INTENT

The immediate need is to staff one (1) position with a language requirement of bilingual imperative CBC/CBC on an indeterminate (permanent) basis. A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

KEY RESPONSIBILITIES

The role of the Senior Specialist, within the Horizontal Onsite Review Team (HORT), is to support “Getting the risk assessment right and ensuring supervisory actions are effective”. The Senior Specialist will contribute to the identification of financial and/or non-financial risk issues and trends within the large, complex banking conglomerates and influence the nature and intensity of ongoing supervision. In addition, the Senior Specialist will contribute to the development of accurate risk assessments and conduct supervisory activities for one of Canada’s six domestically systemic important banks (DSIBs) as outlined in the Supervisory Strategy.

ESSENTIAL EDUCATION

- A degree OR diploma from a recognized post-secondary institution with specialization in business, commerce, economics, finance, mathematics, actuarial science, accounting or other relevant field.

OR
- An acceptable combination (1*) of relevant experience AND education or formal training or a relevant designation/certification.

NOTE:

(1) At the manager’s discretion, OSFI may consider candidates who do not possess the stated education but meet the combination of experience and education or formal training if concrete examples are provided.

Information on degree equivalency

ESSENTIAL EXPERIENCE

- Significant (2*) experience in coaching or guiding individuals or teams in analysis of financial risk or non-financial risk.
- Significant (2*) experience within the financial services industry (3*) evaluating risk management practices in one or more of the following areas: credit risk, market and liquidity risk, operational risk, technology/cyber risk, model risk, regulatory compliance management, or culture and conduct risk.




- Significant (2*) experience conducting and presenting analysis, including the ability to extract and consolidate data from multiple feeds, and present informative views of trends for key financial or non-financial metrics.
- Experience leading a review of either non-financial or financial risk at a financial institution where the output includes a report and recommendations on how to improve practices.

NOTE: (2) Significant is defined as having the depth and breadth of experience that is normally acquired by performing the tasks over a period of approximately three (3) years. Candidates must clearly demonstrate their roles and responsibilities pertaining to this experience.

(3*) Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, insurance companies and pension plans (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) Indigenous Institutions including: Band operations, trustees or administrators of pension plans, insurance institutions, lending institutions or other related areas providing financial services (f) other relevant areas, such as but not limited to, financial risk management, investment management, corporate treasury functions or commercial lending.

- Knowledge of industry standards and practices in relation to the quantification and management of financial risk or non-financial risk including analytics-based techniques and their applications.
- Knowledge of emerging key financial or non-financial risks and the techniques used in their measurement and management.
- Knowledge of current and emerging trends in the Canadian and global regulatory environments as they relate to risk management of large banks, with emphasis on financial risk or non-financial risk.
