Position Overview The Payroll & HRIS Specialist is responsible for the accurate, timely, and compliant administration of payroll, HR information systems (HRIS), and workforce reporting across CDEV and its Group of Companies.
The role serves as the first point of contact for payroll administration and HRIS, providing specialized support and guidance to employees, managers, and internal stakeholders while ensuring accurate payroll processing, employee data integrity, and compliance with legislative and corporate requirements.
Working closely with People & Culture, Finance, Information Technology, and external service providers, the Payroll & HRIS Specialist supports payroll operations, HR systems administration, workforce reporting, and continuous improvement initiatives that contribute to efficient HR operations and a positive employee experience.
Responsibilities The selected candidate will be based in Toronto or Ottawa, currently with a hybrid work option.
Payroll Administration
- Administer bi-weekly payroll processing across one or more CDEV entities.
- Review, validate, and process payroll transactions, including new hires, terminations, salary changes,
acting assignments, bonuses, overtime, leave transactions, taxable benefits, deductions and retroactive adjustments.
- Verify payroll information for completeness and accuracy prior to processing.
- Reconcile payroll reports and investigate discrepancies.
- Coordinate year-end payroll activities including T4s, RL-1s, Records of Employment, and statutory reporting.
Payroll Compliance & Governance
- Ensure payroll administration complies with applicable legislation, CRA requirements, employment standards, pension and benefit requirements, collective compensation practices, and corporate policies.
- Maintain payroll records and documentation in accordance with legislative and corporate retention requirements.
- Monitor legislative and regulatory changes affecting payroll administration and recommend procedural updates.
- Support internal and external payroll audits through preparation of documentation and responses to audit inquiries.
HRIS Administration & Data Management
- Maintain the organization's HRIS to ensure employee information is accurate, complete, secure, and current.
- Maintain employee records, organizational structures, compensation information, leave data, and other employee information within the HRIS.
- Support HRIS upgrades, testing, implementation of new functionality, and data validation activities.
- Coordinate with Information Technology and external system providers to resolve system issues and implement approved enhancements.
- Develop and maintain HRIS procedures, documentation, and user guides.
- Support HRIS security, user access administration, and data integrity activities
HR Reporting & Workforce Analytics
- Develop and maintain recurring HR and workforce reports, dashboards, and key performance metrics to support People & Culture, Finance, and management decision-making.
- Produce regular reporting related to headcount, turnover, vacancies, compensation, payroll, leave utilization, workforce demographics, and other organizational metrics.
- Perform workforce trend analysis and provide supporting data and observations to assist with workforce planning, reporting, and organizational decision-making.
- Validate HR and payroll data to ensure reporting accuracy, completeness, and consistency.
- Support annual reporting requirements, Board reporting, audit activities, and ad hoc information requests
Employee & Stakeholder Support
- Serve as the first point of contact for employee payroll inquiries.
- Provide timely, accurate, and confidential guidance regarding payroll calculations, deductions, benefits, and payroll processes.
- Support managers and employees with HRIS inquiries and employee self-service functionality.
- Partner with Finance to support payroll reconciliations and accounting entries.
- Collaborate with People & Culture colleagues to ensure employee information is accurately maintained.
- Liaise with payroll vendors, benefits providers, pension administrators, HRIS vendors, and government agencies.
Continuous Improvement
- Identify opportunities to improve payroll administration, HRIS processes, reporting capabilities, and employee service.
- Develop and implement improvements to payroll procedures, HRIS documentation, and reporting processes.
- Participate in payroll and HRIS system enhancements, upgrades, testing, and implementation activities.
Required Skills and Qualifications
- Minimum five years of progressive payroll administration experience.
- Post-secondary education in Payroll Administration, Accounting, Business Administration, Human Resources, Information Systems, or a related discipline.
- Payroll Compliance Practitioner (PCP) designation required.
- Certified Payroll Manager (CPM) designation considered an asset.
- Experience administering an HRIS/payroll system (Humi, Dayforce, ADP, Workday, UKG, or similar).
- Experience supporting HR reporting and workforce analytics.
- Experience in payroll reconciliations, legislative compliance, and HRIS administration.
- Experience within a Crown corporation or broader public sector environment is considered an asset.
- Strong knowledge of Canadian payroll legislation, taxation, pension, and benefit administration.
- Working knowledge of HRIS administration and employee data management.
- Experience preparing workforce reports and HR metrics.
- Robust analytical and reconciliation skills.
- Advanced Microsoft Excel and Microsoft 365 skills.
- Experience with Power BI or other reporting tools is considered an asset.
- Excellent customer service and communication skills.
- Ability to manage confidential information with discretion.
- Bilingualism (English/French) is considered an asset.
