Position Summary

Under the direction of the Manager, Accounting Services, the Supervisor, Capital Reporting &

- Treasury supervises and is responsible for the administration of the Board-wide capital account reporting and expenditure functions, capital project financial administration, management of the Board's cash flow and investment strategies and supports financial accountability requirements of the Payroll department.

The Supervisor, Capital Reporting &
- Treasury advises senior management on all matters related to liquidity issues, long-term debt, debenture issues and sinking fund assets, capital grants and expenditures and Ministry directives related to capital.

Ensures

Board funds are utilized to full potential and returns on investment are maximized and in compliance with legislation.

Is responsible for preparing and analyzing all capital-related financial reports and schedules for Estimates, Revised Estimates, Seven-Month reporting, Capital Asset Reporting and year-end Financial Statements.

The Supervisor, Capital Reporting &

- Treasury provides direction, training and oversight to the Financial Analyst(s). Also provides guidance and direction to the Accounting Senior Clerk regarding capital accounting procedures and capital payments.

RESPONSIBILITIES (but Not Limited To)

- Manage the roles of the Financial Analysts: provides support & training
- Reviews and approves all bank reconciliations, all account reallocations (journals), year end financial reporting & reconciliations of Capital accounts
- Prepares account reconciliations for other asset and liability accounts, including payroll
- Initiates a Performance Management Review and monitors and evaluates performance of staff
- Provides direction to Accounting Senior Clerk and other departments to ensure all capital expenditures are accurately recorded, mapped to appropriate capital funds project and accurate calculation of HST rebates and holdback accounts
- Prepares regular cash flow forecasts for all Board Operating &
- Capital expenditures and revenues (based on analysis of data sourced from Planning, Budgets, Grants, Plant, Construction &
- Design)
- Initiates and makes all arrangements for investments and/or transfer of funds
- Maximizes the return on investment of surplus funds and ensures compliance with legislation
- Key contact with Board's financial institutions
- Negotiates all investments and loans. Records and maintains daily/cumulative balances of all bank accounts for the board
- Monitors and controls all on-line banking transactions. Analyses all daily banking transactions (Operating, Capital, Payroll, U.S., Debit/Credit,



International Student fees, School Cash Online and EDC accounts) and prepares required journal entries for General Ledger bank reconciliations
- Initiates electronic payments for banking wires, employee life and health trusts (ELHT’s) and government payroll liability remittances
- Reviews and monitors banking services fees for reasonableness
- Works with Senior Team for Financial Services to ensure Boards'
- Annual Borrowing By-Law reflects the needs of the board for aggregate borrowing and maximum peak borrowing requirements
- Controls the Debenture assets of the board. Prepares all financial data requirements for long-term financing debentures with OSBFC Ontario School Board Financing Corporation and OFA Ontario Financing Authority and liaises with Financial Institutions on all principal and interest payments, refinancing transactions and possible issues that arise
- Prepare capital financing, revenue and expenditure reports and projections for inclusion in the Education Finance Information System (EFIS), Capital Priorities reports and other reporting required by Ministry of Education
- Communicates with other School Boards and Ministry of Education staff regarding capital funding, formulas, benchmarks and expenditures on a regular basis to ensure senior management is informed of any changes or problems
- Monitors and supervises the finances of all capital projects. Responsible for data integrity, identifying variances and following up with project planning staff and senior management
- Prepare capital expenditure/funding reports on all capital projects (new schools/additions, portable moves, leased facilities) for School Facilities Information System reporting
- Control and monitor the EDC Education Development Charges fund (site expenditures & funding), and advise Planning Department of current status and recommend proposals for change
- Prepares all Capital revenue and expenditure statements and schedules for reporting to the Ministry of Education through EFIS System
- Complete all capital expenditure schedules (for Estimates, Revised Estimates, 7-month reporting and Year End Financial Statements) in EFIS, which have direct impact on Board's Capital Grants
- Reconciles all systems involved with capital acquisition, assets and capital projects, including iRen Financial System, School Facilities Index System, Education Finance Information System, Capital Renewal Projects, Capital Assets and VFA
- Works with Senior management within Financial Services to ensure all Public Sector Accounting Board (PSAB) reporting requirements are implemented and reviewed on a regular basis
- Maintain a thorough understanding of the Ministry Funding Formula for Capital Projects and Tangible Capital Assets in order to maximize the boards' potential available resources
- Maintain a thorough understanding of the Ministry Uniform Code of Accounts to ensure accuracy of information and data integrity
- Co-ordinates the completion of the Capital Templates to ensure the boards' eligible debt is accurately reflected and long-term financing from the Ministry of Education will be guaranteed. Liaises with external auditors to validate information through Specified Audit Procedures
- Develop Interest income and expense schedules,



investment income schedules and continuity schedules for review by external auditor
- Liaise with external and internal auditors and Ministry of Finance Auditors to provide account documentation and answer all questions
- Attends committee meetings & workshops as Board Representative for updates & guidelines on capital related issues and initiatives
- Main contact for Board for all capital funding related issues
- Establishes expenditure accounts for all recent capital projects and maintains listing of capital account codes for distribution to schools and various Board departments
- Monitor and analyze general ledger accounts for accuracy and reports variances to senior management in a timely manner
- Reviews and analyses monthly capital expenditure reports for problem areas and initiates corrective action when necessary
- Provides Planning and Construction Depts. with updated project summary expenditure reports
- Assists the Senior Accounting Clerk with problem areas on contractors' draws, account coding, etc.

Education/Qualifications

- University degree in Business or Finance or equivalent combination of education and experience
- CA, CMA or CGA Professional Designation required
- Minimum five (5) years experience in Financial and Cost Accounting environment
- Supervisory experience

Skills/Additional Experience

- Proficient in the use of Excel spreadsheet applications, word processing software, accounting systems software applications
- In depth knowledge of Ministry of Education's Uniform Code of Accounts and PSAB (Public Sector Accounting Board) reporting standards. Knowledge of the Tangible Capital Assets Guide and familiarity with the Capital Policies and Programs Manual is an asset
- Knowledge of payroll processes is an asset
- Strong analytical and problem-solving skills
- Excellent report writing and presentation skills
- Ability to exercise independent judgement, tact and sensitivity in dealing with internal and external contacts
- Excellent time management skills, ability to prioritize and complete projects with conflicting deadlines and urgency
- Ability to work in team environment as well as independently.
