Background The Integrated Technical Services (ITS) Directorate of the Canadian Coast Guard (CCG) is responsible for the overall management and provision of CCG physical assets in support of CCG programs and clients. This is carried out within a Life Cycle Materiel Management Framework that ensures all activities are performed within a rational decision-making process in order that assets are available, respond to operational requirements and support CCG initiatives at minimum life cycle cost. The Maritime and Civil Infrastructure (MCI) branch, within ITS, is responsible for the effective and efficient Life Cycle Management (LCM) of assets and infrastructure in support of CCG programs.

MCI was recently given the responsibility of drafting an updated Service Levels Agreement (SLA) pertaining to the Aids to Navigation (AtoN) between CCG Fleet and Maritime Services (FMS) and ITS in order to address the findings of the Shore-based Asset Readiness (SBAR) Evaluation Report. The SLA should be supported by a standard methodology for the prioritization of shore-based asset maintenance and a report of consultations with the regions and internal stakeholders.

Objective The MCI branch requires the services of a consultant with the appropriate expertise to help define, and in parallel support the delivery of, the requirements and responsibilities associated with the drafting the supporting documents for the recent SLA with CCG F&MS.;

Job Requirements

1. proposed resource must have a minimum of (60)



months of experience preparing, drafting and reviewing project documentation including Service Level Agreements (SLA) or Memorandums of Understanding (MOU) at bid closing date.
2. proposed resource must have a minimum of twenty-four (24) months experience developing and delivering briefing material for Senior executives on status of work.

Tasks

1. The Consultant must perform the following tasks:
2. - Provide weekly status updates as reporting will be required updating a project schedule (e.g.

Gantt

Chart);

3. - Establish and publish the standard methodology for the prioritization of shore-based asset maintenance;
4. - Consult the regions and internal stakeholders in the development of performance targets for AtoN Service’s assets;
5. - Review, provide feedback and approve deliverables in a timely manner;
6. - Provide Technical and functional advice to the MCI Asset Class Manager on all matters of project management and engineering practices relating to marine and maritime assets;
7. - Maintain close liaison and consultation on a regular basis with FMS and Regional MCI Superintendents on issues affecting drafting the deliverables;
8. - Apply project management practices and techniques of drafting the deliverables;
9. - Anticipate trends and developments affecting the deliverables for AtoN.
10. - Provide interpretation, advice and recommendation to members of the technical community with regard to deliverables.
