Role: GIS Technical Advisor

Work Arrangement: Onsite & Remote

Primary Work Location: 215 Garry Street, Winnipeg, Manitoba, Canada

Engagement Term: Up to 24 months

Initial Term: 6 months, followed by an anticipated 18-month renewal

Hours: 7.25 hours/day, Monday–Friday

Standard Hours: 8:30 AM – 4:30 PM CST

Role Overview
The Province of Manitoba is seeking a Senior GIS Technical Advisor to provide hands‑on technical and advisory expertise for a major Spatial Data Infrastructure (SDI) and Geographic Information System (GIS) modernization initiative .

The successful candidate will support the planning, architecture, implementation, migration, testing, and transition of a modern GIS platform designed to replace and modernize legacy government GIS systems. This is a delivery-focused advisory role , working closely with project managers, business stakeholders, architects, vendors, and government technical teams. The position requires solid GIS architecture/development expertise, practical implementation knowledge, and the ability to translate complex geospatial concepts into clear recommendations for both technical and non‑technical stakeholders.

Key Responsibilities

Provide expert GIS architecture and technical guidance during project initiation and planning

Support scope definition, assumptions, constraints, risks, dependencies, and GIS technology considerations

Develop and review technical approaches, architecture inputs, implementation strategies, and migration plans

Evaluate options for replacing legacy enterprise GIS/GeoCortex systems

Assess GIS platform capabilities, integration requirements, technical feasibility, and modernization approaches

Advise on the design and configuration of the target GIS solution

Ensure GIS architecture aligns with business requirements, enterprise standards, and public‑sector requirements

Define GIS data models, spatial layers, metadata standards, and data quality requirements

Advise on out‑of‑the‑box configuration versus customization to promote sustainable and maintainable solutions

Review vendor technical designs and deliverables for compliance with GIS and spatial analysis requirements

Develop and advise on geospatial data migration strategies

Support data cleansing, transformation, validation, and quality control activities

Identify risks associated with legacy data structures, formats, inconsistencies, and technical debt

Support testing and validation of migrated geospatial data

Validate data accuracy,



completeness, usability, and consistency in the target GIS environment

Perform or advise on spatial analysis and mapping requirements

Translate technical GIS concepts into clear recommendations for project teams and decision‑makers

Contribute to technical documentation, GIS standards, best practices, and knowledge‑transfer materials

Support transition‑to‑operations activities

Ensure GIS implementation aligns with data governance, security, privacy, and quality standards

Establish GIS best practices, processes, and controls to minimize operational risk and technical debt

Required Qualifications & Experience

Degree or diploma in Geographic Information Systems, Geography, Geomatics, Spatial Sciences, Computer Science, Engineering, or a closely related discipline

Up to 10 years of demonstrated experience as a GIS Architect or GIS Developer

Hands‑on experience with GIS/SDI implementations or major GIS system upgrades

Proven experience supporting large‑scale Spatial Data Infrastructure (SDI) initiatives

Experience replacing or modernizing legacy GIS platforms

Strong working knowledge of commercial and open‑source GIS platforms, including ESRI ArcGIS or equivalent

Experience designing GIS and SDI architectures using ArcGIS Enterprise

Experience working within government security and privacy constraints

Experience designing GIS services and SDI components for high‑demand environments and variable workloads

Strong development experience with Python

Hands‑on experience with ArcGIS API for Python

Proven experience designing and implementing metadata strategies supporting SDI governance

Strong understanding of GIS architecture, spatial data, GIS services, and enterprise GIS environments

Excellent technical advisory and communication skills

Ability to communicate complex GIS concepts to both technical and non‑technical stakeholders

Experience working in multi‑stakeholder, public‑sector, or large enterprise environments

Excellent analytical, documentation, problem‑solving, and advisory skills

Preferred Qualification

GISP (Geographic Information Systems Professional) accreditation is preferred

Services & Engagement Conditions

Services will primarily be performed onsite at 215 Garry Street, Winnipeg, Manitoba

Manitoba may provide an option to work remotely at its sole discretion

Onsite and remote hourly rates must be clearly provided

Remote work may be required to transition to onsite work when requested by Manitoba

Standard working hours are 8:30 AM – 4:30 PM CST, Monday–Friday

Standard workday is 7.25 hours

Manitoba statutory holidays are unpaid

Extended hours may occasionally be required to meet project deadlines

Overtime must receive advance written approval from Manitoba before it can be billed

The engagement may be extended beyond the anticipated 24‑month term under exceptional circumstances

Background Check Requirement

A clean criminal record check is required at the Service Provider's expense before the successful resource begins onsite or remote work

The resource must maintain a clean status throughout the contract

Manitoba may require an enhanced background check for certain projects involving confidential information

Any required remediation associated with an unsuccessful check will be the responsibility of the resource/provider

Ideal Candidate Profile
The ideal candidate is a senior GIS Architect/Developer with strong hands‑on experience delivering enterprise GIS and SDI modernization initiatives. Candidates should bring expertise in ArcGIS Enterprise, Python, ArcGIS API for Python, GIS architecture, geospatial data migration, metadata governance, and GIS modernization .

Experience working with government or large enterprise environments and the ability to provide practical technical guidance across multidisciplinary teams will be highly valuable.
