The Integrated Infrastructure Services (IIS) division is seeking an accomplishedEngineering Contracts and Claims Managerto drive the successful delivery of the critical LRT program, reinforcing our commitment to quality infrastructure and public trust. This highly professional role requires strategic oversight and leadership, guiding integrated, multi‑disciplinary teams of designers, consultants, and contractors while ensuring alignment with Unit priorities. You will leverage expert technical and contract management skills to lead complex contract administration, mitigate both commercial and engineering project risks across all stages, and participate actively in claims defense strategy in coordination with technical, legal, and financial partners.What will you do?Provide strategic oversight and direction to financial, commercial, technical, and legal contributors throughout all project procurement and delivery phasesLead comprehensive contract administration, including the technical engineering evaluation of progress claims, applying performance adjustments, and certifying invoices for paymentManage the end‑to‑end change order process, assessing commercial and technical implications, drafting necessary language, and negotiating contract modificationsDevelop and execute defense strategies for claims in close collaboration with the City Law branch, including assessing claim validity and leading formal dispute resolution proceduresDetermine the validity, monitor, and mitigate potential and established relief events and force majeure events to maintain contract integrityProactively monitor and manage all project risks, providing specialized engineering expertise and strategic technical advice on procurement and constructabilityEnsure rigorous contract compliance through the oversight and auditing of submittal review, quality assurance, and project reporting processesAssess and address non‑technical functional compliance, including adherence to schedule, cost control,



environmental impacts, and health and safety requirementsAct as the City's technical project representative, applying systems engineering approaches to resolve complex interdisciplinary issues and liaising with utility companies and external funding agenciesLead, mentor, and coach multi‑disciplinary teams of consultants and contractors, establishing a collaborative culture and managing all aspects of staff performance and developmentQualificationsBachelor’s Degree in a related field of EngineeringMinimum of 7 years of progressively responsible experience combining engineering practice and project managementExperience with diverse contract delivery methodologies, including P3s, Design Builds, and Design‑Build Finance, coupled with proven expertise in dispute resolution and claims processesMust be a Qualified Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter‑Provincial Mobility (IPMA) with APEGA may be considered.
