NOTE:

Assignment Type: This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.

Extension/Amendment Attestation:

Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value, including any extension options set out in the original SOW.

- Responsibilities:
- Provides project management on large scale, complex, high profile and high risk projects for OPS I⁢ initiatives.
- Ensures project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.
- General Skills:
- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
- Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
- Experience developing and managing project schedules, deliverables, and scope
- Ability to promote I⁢ project management best practices and adherence to standard methodologies
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
- Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
- Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
- Develops complex project budgets based on multiple funding channels and cross ministry dependencies.
- Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.




- Establishes and participates in steering committee and stakeholder forums
- Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
- Promotes OPS I⁢ standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I⁢ resources.
- Awareness / knowledge of emerging I⁢ trends and directions
- Ability to adapt to changing trends, leverage emerging tools and methodologies, and effectively lead projects to success in today’s dynamic IT landscape
- Desirable Skills:
- Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Ability to make recommendations on the acquisition of software, hardware, and technology resources
- Experience managing and coordinating project monitoring, anticipates and troubleshoots issues,
- provides ongoing expertise, resolves problems and provides project effectiveness
- Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
- Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

Experience Requirements

Project Management Skills

- Demonstrated

experience leading and coordinating large, complex, multi-stakeholder
projects

- Demonstrated

experience in developing executive-level briefings, presentations and status
reporting

- Significant

experience in coordinating a large team and ensuring knowledge is shared
amongst team members

- Extensive

complex project management and delivery experience with both IT and business
aspects/attributes

- Experience

developing and managing project schedules, deliverables, and scope

- Ability

to prioritize workload,



demonstrate critical thinking, identify problems,
develop and implement solutions

- Demonstrated

project issue and risk management experience for high-risk, high-profile and
complex projects

- Demonstrated experience directing project
development teams to ensure project deliverables are delivered on time and
adhere to government and ministry standards

Technical Skills

- Experience managing a project following

an Iterative project delivery methodology

- Knowledge and understanding of

Information Management policies and practices

- Experience in identifying barriers and

required success factors for effective integration or collaboration

- Knowledge of standards for health care

data exchange, in particular Rapid Healthcare Interoperability Resources
(FHIR) and SmileCDR

- Knowledge of and experience integrating

solutions with Electronic Medical Records (EMR) and Hospital Information
Systems (HIS)

- Experience working with containers and

container orchestration tools such as RedHat Openshift or Kubernetes

- Experience developing and consuming

RESTful APIs

- Experience with the following

languages/frameworks: Java frameworks such as Spring Boot and Quarkus,
Angular, JavaScript/TypeScript, HAPI FHIR, Node.js, YAML, ELK Stack

- Superior

verbal and written communication skills to effectively inform executive
decision-making and to report status to corporate governance bodies including
group facilitation skills, experience in preparing reports, proposals,
briefing materials, presentations, and other communications

- Strong

consulting skills to engage with stakeholders

- Strong

customer service orientation to ensure needs of clients are effectively
met

- Demonstrated team player with excellent
multi-tasking abilities and a proven track record for meeting strict
deadlines

Healthcare
Experience

- Demonstrated

experience in a healthcare or clinical context

- Demonstrated

experience supporting stakeholder engagement activities, particularly in a
healthcare context

- Demonstrated experience with the privacy and security
requirements of software development in a healthcare or clinical context.
