Bilingual Talent Development & Talent Acquisition Specialist (English/French)
Introduction
Are you a fluent bilingual English/French HR professional looking to grow beyond traditional recruitment?
Our client is seeking a Bilingual Talent Development & Talent Acquisition Specialist (English/French) for an exciting hybrid opportunity in the Greater Toronto Area. This role is ideal for an early-career talent professional who wants hands-on recruitment experience while building broader expertise in learning, employee development, performance management, succession planning, analytics, and engagement.
You will join an established organization with significant operations in Canada and internationally, offering the resources, structure, and professional exposure to help you build your HR career.
Compensation: $65,000 to $75,000 base salary, plus a 5% performance bonus
Hours: 8:30 a.m. to 5:00 p.m.
Work model: Hybrid, 3 days in office Tuesday through Thursday, plus 2 days working from home

What You’ll Do
This is not a purely transactional recruiting position. You will gain exposure to both Talent Acquisition and Talent Development , giving you an opportunity to develop a broader HR skill set.
You will support the full recruitment lifecycle, partner with hiring managers and HR stakeholders, improve the candidate experience, work with recruitment analytics, and contribute to learning and talent initiatives. You will also have opportunities to participate in projects involving onboarding, training, performance management, succession planning, and employee engagement.

Responsibilities
- Manage recruitment activities including job postings, sourcing, candidate screening, interview coordination, and candidate communications.
- Communicate professionally with candidates and stakeholders in both English and French .
- Partner with hiring managers and HR stakeholders to understand hiring requirements and selection criteria.
- Develop creative sourcing approaches for a variety of positions.
- Support recruitment campaigns across job boards, social channels, referrals,
and other sourcing channels.
- Help improve recruitment processes, systems, efficiency, and the overall candidate experience.
- Maintain recruitment trackers and analyze metrics such as time-to-fill.
- Prepare presentations and reports that turn recruitment and talent data into useful insights.
- Support onboarding and new-hire orientation activities.
- Assist with the design, coordination, and implementation of employee training programs.
- Track training completion, assessments, and employee feedback.
- Contribute to performance review and goal-setting processes.
- Support training-needs analysis and maintain learning resources and content.
- Participate in succession planning and employee-development initiatives.
- Support employee engagement programs and other talent projects.
- Coordinate meetings, projects, materials, vendors, and external recruitment partners.
- Participate in occasional travel within Canada and site visits where personal protective equipment may be required.
Qualifications
- Fluent English and French, both spoken and written, is required.
- Approximately 1 to 2 years of progressive experience in recruitment, talent acquisition, talent management, learning and development, or a related HR function.
- Experience within healthcare or another complex, regulated, or multi-site environment is an asset.
- Strong skills with Google Workspace and/or Microsoft Office , particularly spreadsheets, presentations, reporting, and documentation.
- Familiarity with applicant tracking or Talent Acquisition systems.
- Strong organization and attention to detail, with the ability to manage multiple priorities and deadlines.
- Confident communication, presentation, and relationship-building skills.
- A proactive approach to sourcing and the perseverance to identify and engage strong candidates.
- Curiosity, initiative, and a continuous-improvement mindset.
- Comfortable balancing hands-on recruitment activities with broader talent-development projects.
- CHRP designation, or progress toward the designation, is considered an asset.
