Role Overview

We are seeking a Senior Data Architect to support the Government of Alberta’s Justice Information Management System (JIMS) 3.0 data integration initiative. The successful candidate will provide senior-level data architecture expertise across enterprise data warehousing, data marts, data modeling, data profiling, ETL development, data governance, and reporting architecture.

The role will focus on consolidating multiple court-data reporting marts into an integrated Enterprise Data Warehouse (EDW) and supporting dependent data marts and views. The ideal candidate will have strong experience in data architecture within public-sector environments, with knowledge of privacy legislation, information management, cybersecurity policies, and complex data integration initiatives.

Project Scope The Justice Information Management System (JIMS) 3.0 project will amalgamate, redesign, and implement several existing court-data reporting marts into an integrated Enterprise Data Warehouse.

The project will replace six stand-alone IBM Cognos BI data marts covering:

- Justice Information Management System (JIMS)
- Crown File Ownership (CFO)
- Court Case Management (CCM)
- Courtroom Utilization
- Courtroom Activity
- Case Adjournment

The initiative aims to improve the availability, governance, usability, performance, and cost-effectiveness of court-data reporting while preserving historical information.

Key Responsibilities
- Data Architecture & Enterprise Architecture
- Facilitate the effective definition and management of data architecture, including principles, strategies, architectures, methods, design principles, models, standards, guidelines, and plans.
- Identify and document enterprise data requirements.
- Promote data models and practices that reduce data redundancy through reuse and sharing.
- Encourage practices that improve data quality.
- Support alignment with Information Management and Technology (IMT) strategies.
- Contribute to the development and evolution of the enterprise architecture framework.




- Support corporate solution design and delivery methods to improve proactive alignment of data architecture.
- Respond to requests for extensions to the scope of the data architecture.
- JIMS 3.0 Data Integration & Data Warehouse
- Review existing data marts and assess current data architecture.
- Perform detailed data profiling of source and target data.
- Analyze and create data design and mapping specifications.
- Identify required Dimensions for Facts.
- Complete detailed data profiling of tables included in Facts.
- Develop and test Extract, Transform, Load (ETL) processes.
- Stage required data for integration and reporting.
- Update JOIN as-is data models to incorporate new Fact attributes.
- Test Dimensions and Facts for quality assurance.
- Address minor fixes within delivered data marts.
- Provide feedback, lessons learned, and architectural recommendations at project closeout.
- Data Governance, Quality & Architecture Reviews
- Establish and participate in regular and ad-hoc architectural and design reviews.
- Ensure accurate interpretation and application of data architecture and IMT strategies.
- Promote enterprise data governance and data quality practices.
- Develop and lead transition plans to guide current-state data toward the desired future state.
- Provide architecture risk assessments and architecture analysis/assessments.
- Capture and implement business rules and determine appropriate data mart content and data structures.
- Stakeholder Advisory & Communication
- Provide information, advice, guidance, and consulting services to initiatives and projects defining or aligning with the data architecture.
- Promote compliance with enterprise data architecture and IMT strategies.
- Support communication activities related to Sector and Government of Alberta Enterprise Architecture (GAEA) data architecture.
- Communicate technical concepts effectively to non-technical stakeholders.
- Influence architecture and data-related decision-making through strong consultation and communication skills.
- Provide support to other members of the Enterprise Architecture team as required.

Must-Have Skills & Experience

- Experience working in or with public-sector environments, including awareness of public-sector constraints and privacy legislation such as FOIP.




- Proven experience performing architecture risk assessments.
- Proven experience conducting architecture analysis and assessments.
- Experience capturing and implementing business rules.
- Experience determining data mart content and data structures.
- Strong experience in data architecture, data modeling, data integration, and enterprise data warehouse environments.
- Experience with data profiling, data mapping, ETL processes, Dimensions, Facts, and data quality testing.
- Ability to work with complex enterprise data environments and translate business requirements into effective data architecture solutions.

Nice-to-Have Skills
- Experience with data modeling/design tools such as:

- SAP/Sybase PowerDesigner

- ERwin

- Oracle Designer

- SQL Developer Data Modeler

- Microsoft Visio
- Similar enterprise data modeling tools
- Experience working with JOIN (Justice Online Information Network) and JIMS (Justice Information Management System) data and data structures.
- Knowledge of business rules associated with judicial processes.
- Experience working within court environments, with awareness of the importance of judicial independence.
- Experience working with information management and cybersecurity policies, directives, and guidelines within limited timelines.
- Strong communication and stakeholder management skills.
- Ability to explain complex technical concepts to non-technical stakeholders.
- Experience influencing and supporting architecture-related decision-making.
- Completed training specific to SQL Server Integration Services (SSIS).
- Experience with Power BI reporting for data validation and testing.
