Role Overview

We are seeking an experienced Senior Data Architect to support the Government of Alberta’s Justice Information Management System (JIMS) 3.0 data integration initiative.

The successful candidate will provide expertise in data architecture, Kimball dimensional modeling, data marts, enterprise data warehousing, data profiling, ETL, data modeling, and data governance. The role will focus on consolidating existing court-data reporting data marts into an integrated Enterprise Data Warehouse (EDW) and supporting dependent data marts and views.

The ideal candidate will have experience working in public-sector environments, with an understanding of public-sector constraints and privacy legislation such as FOIP.

Project Scope The Justice Information Management System (JIMS) 3.0 project is designed to amalgamate, redesign, and implement multiple existing reporting data marts containing court data into an integrated Enterprise Data Warehouse (EDW).

The project will replace six stand-alone IBM Cognos BI data marts:

- Justice Information Management System (JIMS)
- Crown File Ownership (CFO)
- Court Case Management (CCM)
- Courtroom Utilization
- Courtroom Activity
- Case Adjournment

The existing data marts extract, process, restructure, and aggregate information required for strategic, operational, and ad-hoc reporting from court data stored in the Justice Online Information Network (JOIN) database.

Project Objectives

- Develop an integrated and dynamic data architecture.
- Enable interactive reporting.
- Reduce reporting lag.
- Preserve historical data.
- Improve data governance.
- Establish a more efficient, user-friendly, faster, and cost-effective reporting architecture.

Key Responsibilities
- Data Architecture &
- Data Modeling
- Define and manage data architecture principles, strategies, architectures, methods, design principles, models, standards, guidelines, and plans.
- Apply Kimball architecture and dimensional modeling principles to develop effective data marts.
- Identify and document enterprise data requirements.




- Develop data models and practices that reduce redundancy and promote data reuse and sharing.
- Encourage practices that improve data quality.
- Identify appropriate Dimensions and Facts for enterprise reporting requirements.
- Support the evolution of current-state data architecture toward the desired future state.
- Develop and lead transition plans for data architecture modernization.
- JIMS 3.0 Data Integration &
- Data Warehouse
- Review existing data marts and assess their current architecture and structures.
- Perform detailed data profiling.
- Analyze and create detailed data design and mapping specifications.
- Identify Dimensions required for Facts.
- Perform detailed profiling of tables included in Facts.
- Develop and test Extract, Transform, Load (ETL) processes.
- Develop Power BI reports to support testing and validation of Dimensions.
- Perform quality assurance testing of Dimensions and Facts.
- Update JOIN as-is data models to incorporate new Fact attributes.
- Stage required data for integration and reporting.
- Address minor fixes in delivered data marts.
- Provide feedback, recommendations, and lessons learned during project closeout.
- Enterprise Architecture &
- Governance
- Support the Government of Alberta Enterprise Architecture (GAEA) data architecture.
- Lead or assist with communication activities related to data architecture across sectors.
- Contribute to the enterprise architecture framework and associated corporate solution design and delivery methods.
- Promote proactive alignment of data architecture with enterprise strategies.
- Respond to requests for extensions to the scope of data architecture.
- Provide information, advice, guidance, and consulting to initiatives and projects aligning with the data architecture.
- Promote compliance with data architecture and Information Management and Technology (IMT) strategies.
- Establish and participate in design reviews and regular or ad-hoc architectural reviews.
- Ensure proper interpretation and application of data architecture and IMT strategies.
- Provide support to other members of the Enterprise Architecture team as required.

Must-Have Skills &

- Experience





- Demonstrated experience defining data architecture.
- Proven experience applying Kimball architecture to develop data marts.
- Experience working in or with public-sector environments.
- Awareness of public-sector constraints and privacy legislation, including FOIP.
- Strong experience with enterprise data architecture, data modeling, data marts, and data warehouse environments.
- Experience with data profiling, data mapping, ETL processes, Dimensions, Facts, and data quality testing.

Nice-to-Have Skills
- Experience with data modeling and architecture tools such as:
- SAP/Sybase PowerDesigner
- ERwin
- Oracle Designer
- SQL Developer Data Modeler
- Microsoft Visio
- Similar data modeling tools

- Experience working with JOIN (Justice Online Information Network) and JIMS (Justice Information Management System) data and data structures.
- Knowledge of business rules associated with judicial processes.
- Experience working within court environments, with an understanding of the importance of judicial independence.
- Experience working with information management and cybersecurity policies, directives, and guidelines within limited timelines.
- Strong communication and stakeholder management skills.
- Ability to communicate complex technical concepts to non-technical stakeholders.
- Ability to influence decision-making and provide effective architecture guidance.
- Experience with Power BI for data validation and reporting.
- Experience with enterprise data warehouse and dimensional modeling methodologies.
