Position: Health & Safety Coordinator

Reports to: AVP Pipeline and Terminals Operations

Estimated Start Date: October 1-2026

Work Location: Ancaster Ontario

Job Type: Full Time / Exempt

Compensation: Hourly wage ($42.50-$50.00) CAD

Experience: 3–5 years of experience in the health and safety field. Knowledge of both federal and provincial regulations, as well as familiarity with the Canadian Energy Regulator (CER) Onshore Pipeline Regulations and CSA Z662. Experienced in developing, implementing, and maintaining management systems, policies, procedures, operations and maintenance manuals, integrity management programs, and familiarity with spill response plans.

Experience in conducting risk assessments and ensuring preventative and mitigative measures are applied. Proven ability to manage inspections and serve as a primary contact for external safety agency interactions. Ability to identify health and safety risks with implementation of corrective actions to ensure continuous regulatory compliance.

Other: Must be eligible to work in Canada and travel internationally.

ABOUT US

Westover Express (WEX) acquired the former Enbridge Line 10 pipeline and began operational ownership in September of 2023. The pipeline carries oil from Enbridge Pipeline’s terminal in Westover, Ontario to United Refining Company’s 78-mile-long Kiantone Pipeline in West Seneca, Recent York to supply United’s approximately 70,000 barrel-per-day (“bpd”) refinery in Warren, Pennsylvania.

POSITION SUMMARY

WEX is seeking a collaborative, systems minded, and values-driven individual to join our team as a Health & Safety Coordinator. This role provides oversight of health and safety governance, technical guidance, and program support across Maintenance and Operations, Major Projects, Engineering, facility and pipeline integrity, and contractor-related activities. The position supports WEX safety strategy by leading site-specific orientation, contractor oversight, and the H&S; continuous improvement program.The Health & Safety Coordinator will translate safety strategy, standards, and operational requirements into clear, usable, and sustainable processes, workflows, tools, guidance, and field-ready solutions.

The successful candidate will engage leaders, supervisors, workers, contractors, technical specialists, and all others needed to ensure health and safety programs are risk-based, fit for purpose, and effective in the field. They will help simplify requirements, reduce process clutter, improve document usability, support business cases, and strengthen safety culture through practical implementation.

KEY RESPONSIBILITIES





Oversight of all health and safety with ongoing monitoring of activities for the Westover Express pipeline, staff, hired contractors and associated facilities, including:

- Provide effective field health & safety technical support day to day operations
- Conduct inspections of the work areas and meet with field supervisors to discuss any potential problems
- Ensure the adequate supply of safety equipment is stocked, such as protective equipment, fire extinguishers, respirators, etc.
- Monitor compliance with jurisdictional regulatory requirements
- Coordination and completion of safe work procedures, hazard assessments, safety inspections, focus audits and incident investigations
- Develop, track, and audit leading and lagging indicators, including subcontractors as well as any identified corrective actions
- Development and oversight of all H&S; training and onboarding for both WEX staff and contractors, including tracking of mandatory training certifications
- Develop, track, and manage WEX contractor orientation program
- Develop and enhance Job Hazard Analysis and Safe Work Practice documents
- Monitor and report on the overall effectiveness of the overall implementation of project HS&E; plans
- Audit the quality of the field level hazard assessments and incident investigation reports for accuracy and completeness
- Lead Health & Safety culture by example and provide leadership, feedback, and assistance to others. Role models a proactive approach to continuously improving health and safety performance
- Coordinate and conduct Occupational Hygiene testing (e.g., Respirator fit testing, Noise dosimetry, Lead sampling), as required
- Participate with WEX’s Integrated Management Program (WIMs): Assist the committee throughout the year through meetings and discussions. Help prepare quarterly reports to the WEX Executive Team. Coordinate internal team(s) for Key Performance Indicators (KPI) and Continuous Improvement Plan (CIP). Coordinate annual WIMs event and presentation(s)
- Recognize and report safety-related pipeline conditions and spill-related reportable events, both internally and to regulatory agencies, including the completion of root cause analyses and follow-up documentation
- Train personnel on the requirements of all applicable plans, manuals, and regulatory programs




- Maintain expert-level knowledge of applicable federal and provincial regulations related to health and safety
- Support and liaise with any regulatory inspections and interactions with regulatory agencies related to WEX operations
- Participate as an active member of the WEX Spill Response Team and take part in emergency response drills for pipeline operations
- Coordinate and perform inspections of Spill Response Equipment. Track and monitor through maintenance software. Report any deficiencies and provide recommendations for improvements.
- Reviewing, maintaining, and verifying regulated spill response plans
- Perform other duties and responsibilities as assigned

EDUCATION AND EXPERIENCE: Post-secondary education in Occupational Health and Safety, Environmental Health and Safety, Safety Management, or related fields is preferred. Candidates with a bachelor’s degree in these fields and/or experience in health and safety, environmental, pipeline, or industrial safety are preferred. Relevant health and safety certifications or training (e.g., First Aid/CPR, WHMIS, Joint Health and Safety Committee training) are considered an asset.

Knowledge of both Provincial and Federal occupational health and safety legislation and regulations is required. WEX is also willing to train the right candidate who demonstrates aptitude, motivation, and a strong interest in health and safety.

WORKING CONDITIONS

- Position is based Out of Niagara/Hamilton area in Ontario.
- Primarily office-based, with occasional work outdoors at pipeline sites.
- Occasional travel required between operating sites and out of province (valid passport required).
- Safety-sensitive and risk-sensitive position; candidate must always be fit for duty.
