Human Resources Generalist

Saskatoon Airport YXE

Location: Head Office, Saskatoon, SK

Reports to: Manager, People and Culture

Objective and Scope The Human Resources (HR) Generalist reports to the Manager, People & Culture and works closely with all members of the Executive and Management Team to achieve the annual business plan and strategic initiative deliverables.

The HR Generalist promotes the continual development of a positive and productive organizational culture and employee experience, and supports key aspects of Saskatoon Airport Authority (SAA) confidential human resources management and critical Board of Director information including: talent acquisition, development and management, employee and labour relations, total rewards, job evaluation, resource allocation strategies, payroll, pension and benefit administration, return to work planning, performance management, and other corporate administration services deemed by the Manager, People & Culture.

This position description describes the major duties of this position but does not, however, preclude other related duties being assigned from time to time, in the achievement of the SAA Business Plan and as organizational priorities demand.

Responsibilities

HR Operations:

- Assist with the preparation of the SAA’s annual Human Resources Plan as presented to the Board Governance Committee for recommendation and inclusion in the Business Plan, as well as Governance Committee reporting.
- Maintain the SAA’s Personnel Information Management, such as employee personnel files and confidential records pertaining to the employment relationship.
- Develop, maintain and update all Human Resources records pertaining to employees, including employee leave of absences, return to work arrangements, and employee group benefits and pension administration.
- Support and administer the employee-onboarding and off-boarding processes.
- Provide information, interpretation and guidance to the Manager, People and Culture, as well as management and employees, in response to inquiries regarding human resources programs, policies and procedures.
- Assist and support updates to SAA policies and procedures within the area of Human Resources.
- Evaluate and continually improve HR processes, policies, procedures, controls and systems, consistent with best practices, standards and operational/regulatory requirements.
- Conduct research, evaluate and recommend solutions to improve performance, remedy problems and/or introduce new functionality.
- Problem solve aspects of Human Resources, including payroll, benefits administration, labour relations, and escalates unusual or unresolved issues.

Employee and Labour Relations:

- Provide coaching and guidance to management in situations relating to employee and labour relations, including but not limited to interpretation of the collective agreement, the Canada Labour Code, the Occupational Health and Safety Act, the Canadian Human Rights Act, and other applicable legislation and regulations.
- Participate in and/or assist the Manager, People and Culture with discussions with Union representatives (Local and Regional levels) to resolve differences. Represent and/or assist with representation of the employer during the grievance process, and employee disciplinary meetings,



preparing a variety of documents and research involved with these types of files.
- Participate as an active member of the Employer’s Bargaining Team, providing guidance, advice and assistance to support negotiations. Prepare for negotiations with research, recommendations and preparation of the Employer’s bargaining proposal package.
- Participate with the Employer on the Union Management Consultation Committee, as an active committee member.
- Provide support and assistance with labour relations files, including investigations, employee discipline and grievance processes.
- Represent and/or assist with representation of the employer on the Occupational Health and Safety Committee. As well as compiling annual reporting requirements, ensuring the information is prepared and filed on behalf of the Company.

Talent Acquisition and Talent Management:

- Support and assist with talent acquisition activities such as job postings, application screening, scheduling interviews, preparing interview materials, references and employment offers.
- Support the SAA’s Employee Training Program by maintaining the employee training database, making recommendations on departmental training programs, and ensuring employee recurrent training requirements are completed.
- Assist with human resources-related projects including organizational changes, job evaluation and compensation reviews, training initiatives and special employment programs.

Payroll, Compensation and Benefits:

- Support supervisors and managers with time and attendance inquiries and records to ensure accurate and timely data for payroll processing.
- Support bi-weekly payroll transactions, contributions, remittances and source deductions for out-of-scope and bargaining unit employees, as well as the Board of Directors.
- Provide advice, options and recommendations regarding the administration and processing of all aspects of payroll and employee benefits, including policies and procedures development and interpretation.
- Maintain confidential payroll financial records to ensure accuracy and completeness of payroll reports and records for financial reporting, regulatory purposes and preparation of Records of Employment and annual tax slips (T4s).
- Prepare, with the Manager, People and Culture, the SAA's annual Payroll budget (salary, benefits and person-years). Conducting payroll performance variance analysis and projection forecast reviews on an ongoing monthly basis to assist with financial budgeting.
- Oversee and prepare financial accounting tasks pertaining to payroll and benefits administration, including journal vouchers and reconciliations.

Corporate Administration Operations:

- Support financial accounting processes, including payroll related accruals and related journal entries, general ledger account reconciliations pertaining to compensation and benefits, internal results reporting and forecasting pertaining to compensation and advantages.
- Coordination of Various Events
- Provide support with organizing,



scheduling and communicating organizational events to employees where needed.
- Requirements

General Requirements

- Proficiency in the English language both spoken and written, with the ability to communicate in French considered an asset.
- Effective organizational and time management skills.
- Strong analytical and problem-solving skills.
- Detail oriented with emphasis on accuracy.
- Must be able to obtain a Transportation Security Clearance as a condition of employment.

Experience and Education

Education and Professional Experience Requirements

- Diploma or bachelor’s degree in human resources or a related field.
- Minimum of five years of related work experience in Human Resources, with experience working in a unionized environment and interpreting collective agreements.
- Proficiency in HRIS Systems, Benefits Administration Systems, with ability to operate and adapt to proprietary systems quickly and efficiently.
- Strong computer skills, displaying ease in working with a variety of software applications (Microsoft Office 365), including the ability to maintain databases.
- Demonstrated knowledge of applicable payroll and benefit regulations and experience as a contact for time and attendance, payroll, benefits and pension.
- Demonstrated experience in compensation and benefits analysis including experience in processing salaries, rewards, and other forms of compensation.
- Knowledge of relevant legislation/regulations and policies, as well as legal requirements, as related to employment.
- Experience with ADP software (Workforce Now) is considered an asset.
- A Chartered Professional in Human Resources (CPHR) designation is considered an asset.
- A Canadian Payroll Association Certification is considered an asset.
- Demonstrated knowledge of design, development and implementation of salary administration plans and benefit programs is considered an asset.

- Basic understanding of financial administration, reporting and accounting services is considered an asset.

- Contribute to the enhancement of the positive corporate culture within SAA, and the reputation and brand within the community, sector, and industry.
