Job Overview

We are seeking an experienced Senior IT Procurement Specialist to support complex technology procurement initiatives and vendor management activities. The successful candidate will partner with internal stakeholders, develop procurement strategies, manage competitive sourcing processes, negotiate contracts, and oversee supplier relationships while ensuring compliance with governance and organizational requirements.

Key Responsibilities

- Build and maintain strong relationships with internal stakeholders and provide procurement guidance and best practices.
- Advise business partners throughout the procurement lifecycle and assist with defining project scope and requirements.
- Conduct market research, supplier assessments, competitive analysis, and risk evaluations.
- Develop and implement strategic sourcing and procurement strategies for IT-related acquisitions.
- Lead and coordinate complex procurement projects involving multiple business units and cross-functional teams.
- Prepare, issue, and manage RFPs, RFQs, and other tendering processes.
- Evaluate vendor proposals and negotiate commercial agreements to achieve optimal business outcomes.
- Work closely with legal teams on contract development, review, risk assessment, and mitigation plans.
- Support the development of Statements of Work (SOWs), procurement timelines, and sourcing strategies.
- Manage supplier performance, contract renewals, amendments,



and vendor-related issues.
- Collaborate with finance teams to ensure purchase orders accurately reflect contractual commitments.
- Ensure procurement activities comply with governance policies and organizational standards.
- Support monthly and quarterly vendor and contract review meetings with IT stakeholders.

Required Qualifications
- Extensive experience managing complex IT procurement and sourcing initiatives.
- Strong experience in preparing tenders, RFPs, and conducting contract negotiations.
- Experience with contract management, supplier management, and legal/contractual frameworks.
- Proven ability to develop procurement strategies, perform detailed cost analysis, and drive process improvements.
- Solid stakeholder management and relationship-building skills.
- Experience resolving supplier and contract-related issues.
- Excellent communication, presentation, and interpersonal skills.
- Strong negotiation, conflict resolution, organizational, and leadership abilities.
- Ability to work independently while collaborating effectively with cross-functional teams.
- Proficiency in Microsoft Office Suite.
- Experience with procurement systems such as Oracle is considered an asset.
- Fluency in both English and French is required.
