Job Purpose
The IT Technical Specialist is responsible for performing technical and non-technical duties for Manitoba Liquor and Lotteries' (MBLL) projects, including technical research & planning, technical design & documentation, installation & configuration, and training & transitioning technology fully to operations for MBLL business systems. This position also provides technical operational Tier II support for MBLL business systems, including incident and request handling, performing root analysis for managing problems, managing/implementing system changes and performing technical duties for disaster recovery testing.
Job Responsibilities
- Design, implement, integrate, and configure server-based applications software and associated hardware/peripherals for business projects; while adhering to MBLL’s change request processes and ITIL best practices.
- Apply Enterprise Architecture principles, standards, and methodology to ensure effective solution design.
- Conduct technical testing and validation of business solutions.
- Provide technical support for testing activities through the project test phases.
- Create system documentation, including design, build, configuration, recovery, and operational procedures.
- Provide knowledge transfer and technical training to ITS resources as part of transition to operations activities.
- Provide estimated work efforts and costs related to project activities.
- Provide project coordination services for small to medium projects with low to medium complexity.
- Complete project activities on time and in scope, while adhering to project methodologies.
- Create and modify procedures, blueprints, roadmaps, and standards as required.
- Identifying and defining service level agreements on current and new technologies
- Resolve Tier II level incidents and requests for service within our target resolution’s time period.
- Escalate all Tier III support calls to appropriate ITS staff within our target resolution’s time period.
- Research technical and non-technical problems to resolve in a timely manner.
- Create and modify procedures, blueprints, roadmaps, and standards as required.
- Install hardware, operating systems, application software and non-enterprise level database platforms.
- Perform Start/End of Day and any other necessary procedures on all systems, when required.
- Recover ITS services/systems as dictated by recovery objectives and document all actions and resolutions in the support/knowledge database.
- Participate in planning and executing recovery exercises as part of the Disaster Recovery team.
- Patch systems, including operating systems, database technologies, and application software.
- Install, configure, and troubleshoot hardware, peripherals, POS equipment, etc.
- Assist with the implementation of server hardware and server virtualization upgrades.
- Set up basic networking configurations.
- Coordinate data cabling with internal providers.
- Complete/assist with special projects and assignments as required.
- Support and comply with policies, procedures, practices and Corporate Responsibility commitments.
- Complete required courses and training.
- Other related duties as assigned.
Primary Qualifications
- Completion of a recognized diploma or degree program in a related IT discipline.
- A minimum of five years’ experience in an Information Technology support and service delivery role supporting Enterprise Class systems and applications.
- Experience in superior customer service delivery and support.
- Project coordination experience.
- Requires knowledge of Windows Server and experience in designing, implementing, and maintaining current Microsoft server products including Microsoft SQL and IIS.
- Intermediate experience on failover, high availability, and disaster recovery.
- Intermediate knowledge and demonstrated troubleshooting skills for diagnosing connectivity issues due to network routing, firewall, application delivery controller, and other physical layer components.
- Basic knowledge of server virtualization.
- Having and maintaining a valid Manitoba Class 5 Drivers License, including access to transportation.
- Intermediate skills in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).
- Continuous upgrading/learning is required to remain current in information technology.

Secondary Qualifications
- Linux experience is an asset.
- Certifications such as A+, Network+, Linux+, RHCE, Microsoft role-based certifications and CCNA would be an asset.
- DHCP and DNS experience is an asset.
- Powershell/batch scripting experience is an asset.
- Accreditation as a Certified Business Continuity Professional (CBCP) or Associate Business Continuity Professional certification (ABCP) or equivalent experience is an asset.
