MMCAP is operated by the State of Minnesota's Department of Administration - Office of State Procurement ( This position provides strategic leadership and direction to the Knowledge and Financial Management section of MMCAP that supports the enterprise's business strategies and consultative services addressing the business needs of MMCAP members. In carrying out this purpose, the position manages KFM staff and consultants to develop the enterprise's competitive information (market intelligence) and financial targets. This position operates in a national, visible and highly competitive environment impacted by national health care laws and programs such as the Affordable Care Act to serve over 35,000 facilities, located in 50 states, leveraging the cooperative purchasing, joint powers agreements, and federal safe harbor laws to best serve the expanding needs of MMCAP's members and its board of interstate advisors.

As a member of the MMCAP leadership team, the role closely works with state financial and IT partners, and member organizations' IT and fiscal teams to support effective operations across the program. Four (4) years of experience leading teams in health care, pharmaceuticals, or pharmaceutical related products. Directing teams, planning, organizing, and directing business resources.

Developing, delegating and managing the development and delivery of sophisticated timely market intelligence, financial information or consultative services.



A bachelor's degree in financial management, accounting, budgeting, business administration, marketing/communications, business intelligence or a related field may substitute for one (1) year of experience; a master's degree or higher may substitute for eighteen (18) months of experience.

Skills in leading complex business operations, including market research, project management, analytics, financial management, or consultative services.

Skills in finance, business intelligence and data services, reporting, business information services, and consultative services. Ability to research and develop market intelligence, financial information and consultative services. Demonstrated communication, analytical and decision‑making skills, with the ability to manage multiple priorities in a fast‑changing environment.

Experience working with the State's accounting and procurement system - Statewide Integrated Financial Tool (SWIFT), and the state's payroll and personnel management system (SEMA4).

Experience in strategic and business planning, cost‑benefit analysis, or evaluating and adjusting business offerings, pricing, or services.

Experience managing program areas with expertise in areas such as market research, financial analysis, consulting services, or healthcare product documentation.
