Job Purpose

Under the direction of the Director of Settlement and Family Services and Unit Team Leads, the Legal Literacy and Justice Navigation Counsellor is responsible for delivering the legal literacy and support for newcomers end to end. This position equips newcomers in Saskatoon with practical knowledge of employment, family tenancy, and improves their ability to navigate Saskatchewan’s legal systems, while also building internal SODS staff capacity to identify legal issues earlier. This position is frequently expected to provide service with interpretation support for clients whose first language is not English, and to coordinate across different units in the organization.

Duties and Responsibilities

Administration

• Fosters equitable access to justice by keeping up to date on employment, tenancy, family violence, and small business law affecting newcomers, and maintaining working relationships with community legal service and referral partners.

- Keeps supervisors informed through regular reporting on program metrics and case trends and advises on emergent legal issues affecting clients.

• Maintains program data and evaluation records, including participant confidence surveys, and produces reports on program progress to support measurement of program outcomes.

Legal Navigation and Case Management

• Develops and contribute to SMART program delivery strategic framework

• Provides individualized legal navigation to newcomers by assessing legal issues,



explaining rights and processes, and connecting clients to appropriate legal resources.

• Conducts interpretation – supported legal consultations and tailored research to help identify legal issues earlier.

• Tracks client outcomes through case follow – ups, aiming to help clients resolve issues such as tenancy disputes, employment violations, etc. without escalating to court.

• Follows up with contacts, advocates for clients, documents case files, and shares client information through internal case consultations.

• Refers clients to specialized legal services and conduct outreach work.

• Develops partnerships in the community for program delivery and client support.

Programming

• Produces and distributes and develops practical legal guides and digital resources tailored to newcomer contexts (e.g., employment contracts, tenancy rights, domestic violence protections) for dissemination in the community.

• Facilitates and delivers legal literacy workshops and one – on – one navigation sessions, with interpretation support for diverse language groups; recruits participants and creates/updates workshop materials and presentation content.

• Participates in external inter – agency networks and settlement sector partnerships.

Internal Staff Capacity Building

• Administers organization’s legal research subscriptions to equip staff to spot issues early and facilitate referrals.





• Trains and supports colleagues across different units on using legal research tools.

• Tracks and reports on organization – wide usage of legal research tools, working toward increased staff engagement and reduced client crisis interventions in different units.

• Acts as the point of contact for other staff seeking guidance on legal navigation questions that arise during their own client work.

Other duties as assigned.

Education and Experience

• Bachelor’s degree in social sciences, social work, education, psychology, or a related filed, and one year of work experience providing legal navigation, settlement or counselling services. Understanding of the Canadian Legal framework will be an advantage. OR

• Post – secondary education in the social science, humanities, or paralegal studies and two years’ work experience providing legal navigation or settlement counselling services, OR

• Working knowledge of Saskatchewan employment, tenancy, family violence, and small business is a strong asset.

• Experience using legal research databases such as Westlaw or Lexis Advance is an asset.

• Strong computer skills are desired for client work, reporting, communication, developing presentation materials, and facilitating workshops.

• Experience facilitating group sessions, delivering presentations, and demonstrating strong communication skills.

Required Licenses and/or Certifications

• Criminal Occurrence Security Check – Must complete a Criminal Record and Vulnerable Sector Check in positive standing and within three months prior to first day of employment.

• Proof of English proficiency by obtaining a completed Canadian education, Minimum CLB level 8, or IELTS 6.5.
