The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults.
The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

Role Responsibilities
Children and Family Services in the North Region are seeking a dynamic and experienced Caregiver Manager to provide strategic leadership and operational oversight for Caregiver Services, including Foster Care, Adoptions and Supports for Permanency. This role plays a critical leadership function in ensuring high-quality, culturally responsive, and legally compliant services that support stable, safe, temporary and permanent homes for children and youth.
As a member of the leadership team, you will lead a team of supervisors and professional staff, drive program excellence, support employee growth, and collaborate with internal and external partners to strengthen caregiver capacity and improve outcomes for children, youth, and families.
- Strategic Leadership
- Lead regional caregiver services, including foster care, and permanency supports.
- Driving strategic planning, program development, service excellence, innovation, and continuous improvement.
- Lead change initiatives and collaborate on regional and provincial priorities to strengthen caregiver and permanency outcomes.
- People Leadership
- Provide leadership, coaching, and development to supervisors and staff.
- Foster an inclusive, engaged, and high-performing workplace culture.
- Lead workforce planning, talent management, succession planning, and employee relations in partnership with HR.
- Practice and Quality Oversight
- Ensure services comply with legislation, policy, standards, and best practices.
- Oversee quality assurance, performance monitoring, compliance, and continuous improvement activities.
- Provide guidance on complex practice, permanency, placement, and service delivery matters.
- Stakeholder Engagement
- Collaborate with contracted home study writing agencies, Alberta Foster and Kinship Association (AFKA), and community partners to support coordinated service delivery and positive family outcomes.
- Build and maintain collaborative relationships with Indigenous communities, caregivers, service providers, and government partners.
- Represent the region in provincial, community, and cross-sector initiatives.
- Strengthen partnerships that support caregiver recruitment, retention, and permanency outcomes.
- Financial and Operational Accountability
- Manage budgets, contracts, staffing resources, and operational pressures effectively.
- Support business planning, reporting, risk management, and organizational decision-making.
- Ensure compliance with administrative, financial, and information management requirements.

Qualifications
Preferred education is a Bachelor of Social Work with four (4) years of related experience including supervisory in a child protection environment.
The following equivalencies maybe considered
- Master of Social Work and three (3) years of experience; OR
- Related university degree with four (4) years of related experience
