Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.
The NWMO has been guided for more than 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation and the Township of Ignace as the potential hosts for the site for a deep geological repository for used nuclear fuel.
This decision means our office and staff will, in the future, be relocating to Ignace, Ont., and the deep geological repository will be situated in the area of Wabigoon Lake Ojibway Nation and the Township of Ignace. Infrastructure planning and development are underway to support this transition and ensure that both the community and our employees are well served and supported, now and in the future.
MANAGER, INFORMATION MANAGEMENT
Fulltime – One (1) Position Available
Position Location: Ignace, Ontario – 304 Main Street

Job Summary:
Reporting to the Director, Management System and Performance Improvement, the Manager, Information Management will assume the Program Owner role for the Information Management program and is responsible for the leadership, strategic direction, and oversight of the NWMO’s Information Management Program. The Manager will manage the updating, implementation, and continual improvement of the NWMO’s information and records management program in support of safe, long-term management of Canada’s intermediate- and high-level radioactive waste. This role is responsible for ensuring that information assets are governed effectively across their lifecycle, including creation, classification, storage, access, retention, archival, preservation, and disposition, with particular attention to records that support the licensing basis, regulatory compliance, quality assurance, configuration management, and operational decision-making.
The Manager will be required to build strong collaborative relationships with directors and other program owners (Security, Information Technology, Regulatory, etc.) to ensure compliance with applicable Canadian regulatory, legal, privacy, security, and corporate requirements while protecting the integrity, traceability, and accessibility of organizational information assets.
Responsibilities
- Provide strategic direction, leadership, and expertise to develop and oversee implementation of information management strategies and plans.
- Partner with management, staff and contractors to identify information management needs, assess risks, and implement practical solutions that improve accessibility, traceability, reliability, and control of information.
- Ensure information and records management practices support compliance with the organization’s future licensing basis, applicable Canadian Nuclear Safety Commission requirements, privacy obligations, security requirements, and internal governance commitments.
- Establish and maintain controls for records that demonstrate quality, safety, environmental, security, and operational performance, including records needed for audits, inspections, assessments, and regulatory or legal proceedings.
- Manage and lead the design, implementation and oversight of information and records lifecycle processes, including security classification, retention, preservation, disposition, archival, and retrieval, for both operational and project records.
- Manage and lead the implementation and optimization of information management technologies, including electronic document and records management systems, metadata structures, search tools, and controls for data integrity and access.
- Manage and lead the development, implementation, and maintenance of information management policies, standards, procedures, and other required governance aligned with the organization’s management system.
- Develop and deliver training, awareness, and change management activities to strengthen accountability, procedural compliance, and a culture of disciplined information management that supports nuclear safety culture.
- Oversee governance of digital and physical records, including controlled documents, technical records, repositories, and related information systems used to support nuclear facility, project, and corporate activities.
- Maintain records retention schedules, disposition procedures, legal hold processes, and preservation requirements, ensuring defensible and compliant retention and disposal practices.
- Support configuration management and document control practices by ensuring that current, approved, and easily retrievable information is available to personnel performing safety-significant and business-critical work.
- Monitor adherence to information management requirements and conduct or support self-assessments, internal audits, management reviews, and independent assessments to identify gaps, trends, and improvement opportunities.
- Provide advice and guidance to others involved in interconnected and cross project activities.
- Prepare reports, metrics, and recommendations for leadership on program performance, compliance status, risks, corrective actions, and improvement initiatives.
- Manage assigned staff, budgets, vendors, and projects, as applicable, and ensure contracted service providers meet information management requirements relevant to nuclear work.
- Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with the NWMO’s policies and procedures.
- Communicate with and present to a variety of internal stakeholders including NWMO leadership, management, and staff.
- Accountable for implementing the NWMO’s safety culture and ensuring activities to monitor and improve human performance are incorporated into all contracts/agreements.
- In conjunction with other Department staff, develop, implement and maintain detailed work methods for staff, in a working environment which is consistent with the philosophy and goals of continuous quality improvement. Act as a coach and facilitator to create and sustain a co-operative and supportive team environment, actively working with staff to provide training and empower them to attain optimal work performance with a high level of personal responsibility and self-management.
- Demonstrate openness and trust through the sharing of information, and by being visible and accessible to employees to enhance and develop their skills and provide support and counselling on career planning.
- Provide day-to-day interpretation and application of the negotiated agreements with bargaining agents as they affect the rights, obligations and working conditions of employees.
- Make effective recommendations on human resource issues, including hiring, discharge and discipline, and effectively resolve work performance problems.
- Provide explicit expectations and performance measures,
meaningful feedback and recognize, and reward achievements.
- Perform other duties and responsibilities as assigned.
Qualifications and Experience
- Minimum 10+ years of progressively responsible experience in information management, records management, document control, data governance, quality assurance, or related discipline, preferably in a regulated or high-reliability industry.
- Experience developing and implementing information management systems and frameworks, retention schedules, controlled-document processes, policies, and procedures.
- Experience managing electronic document and records management systems and related information technologies in environments requiring strong traceability, access control, and auditability.
- Strong understanding of applicable legal, regulatory, privacy, security, and compliance requirements affecting information and records management in Canada and the government of Canada information and data governance requirements; experience in the nuclear sector or another highly regulated industry is strongly preferred.
- Knowledge of management system principles applicable to the Canadian nuclear industry, including regulated approaches to documentation, records, assessments, corrective actions, and continual improvement, is considered a strong asset.
- Experience leading cross-functional projects, change initiatives, or program implementation activities involving multiple stakeholders.
- Supervisory or people leadership experience is preferred.
- Bachelor’s degree in Information Management, Library and Information Science, Records Management, Business Administration, Information Technology, Engineering, or related fields.
- Professional certification such as CRM, IGP, CIP, or equivalent is considered an asset.
Other: Incumbent must be capable of receiving and maintaining “Secret” level security clearance referred to in the Standard on Security Screening issued by the Treasury Board of the Government of Canada.

Other Information
Must be eligible to work in Canada and must be able to meet security clearance requirements, along with the additional “Secret” level security clearance referred to above. NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
Candidates residing in the Greater Toronto Area: Office Location – 30 Adelaide Street East until their role is required to relocate.
