Bilingual proficiency in English and Mandarin is required for this position. Responsibilities Monitor and control project costs to ensure alignment with the budget. Prepare, review, and maintain detailed cost reports, including forecasting and budgeting analysis. Collaborate with project managers, procurement teams, and finance departments to track and reconcile expenditures. Analyze variances between actual and budgeted costs, identifying cost-saving opportunities. Provide financial analysis and advice to support decision-making and improve project efficiency. Maintain up-to-date records of all financial transactions, including cost reports, purchase orders, and invoices. Ensure that financial data is accurate and available for monthly, quarterly, and annual reports. Assist in the preparation of cost proposals, change orders, and financial reports for management and stakeholders. Qualifications Technical and Industry Experience: Minimum 5 years of progressive experience in cost management, earned value, cash flows, invoice support, and performance measurement Project Controls experience working on EPCM projects Working knowledge of Earned Value Measurement (EVM - ANSI EIA-748B) in engineering, procurement & construction Cost engineering and estimating knowledge as contained in AACE and PMI (PMBok) standard practices Strong knowledge of,
and the interrelationship of a positive technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up Capable of developing and maintaining control budget (TIC & Services), and forecast EPC scopes of work Full understanding of cross-functional interfaces with engineering, procurement - materials & sub-contracts, construction, safety, quality, finance/accounting, and document control Capable of managing impact of change & trends, CPI / SPI / MPI Understanding of financial interface for expenditures, revenue recognition, invoicing, cash flow / cash calls Excellent interpersonal skills and ability to influence and relationship building skills Proven review skills, as well as presentation and facilitation skills Education - Qualifications, Accreditation, Training: Bilingual proficiency in English and Mandarin. A university degree or diploma in engineering, business, or technical diploma Technical and leadership training and project related seminars Certification by PMI (PMP) and/or AACE or similar accredited project management institute an asset Certification in Enterprise Primavera Portfolio and Contract Management would be an asset #J-18808-Ljbffr
