High-Level Description:
- The Risk Specialist is responsible for strengthening project and portfolio risk management, governance, and processes across the Project Management Office (PMO).
- The role provides independent oversight, challenge, and guidance to project teams and leadership to ensure that material risks are identified, assessed, managed, escalated, and reported consistently throughout the project lifecycle.
- Working across a portfolio of both small and large projects, the Risk Specialist establishes and maintains a robust risk management framework that supports informed decision-making, protects project value, and improves predictability of cost, schedule, scope, quality, safety, and business outcomes.
- The position serves as a key PMO advisor and subject-matter expert, promoting a proactive risk culture and ensuring that portfolio risk management is integrated with project controls, governance, change management, contingency management, and executive decision-making.
Specific Accountabilities:
- Establish and maintain a consistent project and portfolio risk management framework across the PMO.
- Provide oversight of risk exposure across the project portfolio and identify emerging enterprise-level and cross-project risks.
- Review project risk registers, risk assessments, mitigation plans, risk owners, and risk response strategies.
- Challenge project teams on the completeness, quality, credibility,
and effectiveness of risk assessments.
- Identify risk trends, systemic issues, recurring risks, and interdependencies between projects.
- Develop portfolio-level risk views and provide management with clear insight into the organization’s most significant project risks.
- Ensure appropriate escalation of material risks to PMO and executive leadership.
- Develop, maintain, and continuously improve PMO risk governance standards, procedures, and accountabilities.
- Monitor compliance with established risk management requirements and governance standards.
- Own and continuously improve the PMO’s risk management processes, tools, templates, and methodologies.
- Ensure risk management is integrated with cost, schedule, estimating, contracting, change management, procurement, quality, and project controls processes.
- Benchmark PMO risk practices against recognized industry standards and leading practices.
- Develop and deliver risk management training for project managers, project controls personnel, engineers, and other stakeholders.
Scope/Dimensions: This is a portfolio-level PMO role, rather than a project-level risk coordinator position.
The successful candidate will provide independent oversight and challenge across the project portfolio while partnering closely with project teams to improve risk management capability. The ideal candidate combines major-project experience, strong risk expertise, project controls knowledge, governance discipline, and the ability to influence senior stakeholders.
They may also provide insight into other areas of Project Management within the PMO.

Knowledge, Skills & Abilities:
Required:
- Bachelor’s degree in engineering, business, finance, project management, risk management, or a related discipline.
- 8–10+ years of experience in project risk management, project controls, project management, or major capital projects.
- Experience working within a PMO, project governance, project controls, or portfolio management setting.
- Demonstrated experience managing risk across large, complex projects or portfolios.
- Strong understanding of cost, schedule, scope, change, procurement, contracting, and project controls.
- Experience with both qualitative and quantitative risk analysis.
- Experience presenting risk information to senior leadership and governance committees.
- Strong analytical, facilitation, communication, and influencing skills.
- Ability to challenge project teams constructively and independently.
