The Client is seeking a Risk Specialist IV to strengthen project and portfolio risk management, governance, and operational processes across the Project Management Office (PMO). Operating at a portfolio level across a $60B capital program—ranging from small operational initiatives to mega-projects valued at $4B–$5B—this role provides independent oversight, challenge, and strategic guidance to ensure material risks are identified, managed, and reported consistently. The successful candidate will establish robust risk frameworks, drive continuous improvement, and mentor project leadership to foster a proactive risk culture across diverse energy assets, including pipelines, compressor stations, liquids, wind, and solar facilities.
Core Responsibilities
- Framework &
- Governance Development:
Establish, maintain, and enhance portfolio-level PMO risk governance standards, tools, templates, and methodologies, accounting for approximately 50% of the role’s focus.
- Portfolio Oversight &
- Analysis: Monitor risk exposure across the global portfolio, conducting qualitative and quantitative risk analysis (including Monte Carlo simulations and historical statistical trend modeling) to inform executive decision-making.
- Independent Challenge &
- Guidance: Review project risk registers and mitigation strategies, constructively challenging project teams on the completeness, credibility, and effectiveness of risk response plans.
- Cross-Functional Integration: Integrate risk management practices with cost, schedule, estimating, contracting, change management, and project controls processes.
- Stakeholder Training &
- Enablement: Develop and deliver structured training sessions, materials, and ongoing coaching for hiring managers, project managers, and engineers to elevate organizational risk capability.
- Escalation &
- Reporting: Identify emerging interdependencies and systemic trends, synthesizing complex risk data into clear visual insights and executive-level reports.
Required Qualifications
- Education: Bachelor’s degree in Engineering, Business, Finance, Project Management, Risk Management, or a related discipline.
- Experience: 8–10+ years of progressive experience in project risk management, project controls, or major capital project delivery within a PMO or portfolio governance setting.
- Industry Expertise: Demonstrated experience managing risk within the oil & gas pipeline or broader energy infrastructure sector.
- Quantitative Analysis Skills: Proficiency in statistical analysis and quantitative risk modeling techniques, such as Monte Carlo analysis.
- Travel Requirements: Valid passport and eligibility for limited international travel to the United States.

Proven ability to influence senior leadership and constructively navigate pushback from technical stakeholders using strong interpersonal skills.
- Broad Asset Familiarity: Experience spanning crude oil and gas transmission pipelines, compressor stations, and renewable energy assets (wind/solar).
