Role Overview

Supply Ontario is seeking an Intermediate Specialized IT Consultant / ServiceNow SPM Developer to support the Portfolio Governance & Analytics (PGA) team in the implementation, enhancement, optimization, and governance of ServiceNow Strategic Portfolio Management (SPM) solutions.

The successful candidate will have strong hands-on experience with ServiceNow SPM, workflows, JavaScript, Business Rules, Client Scripts, GlideRecord, Script Includes, Flow Designer, reporting, dashboards, analytics, and automation .

This role will focus on enhancing project management, gating, governance, financial management, resource management, procurement management, benefit realization, compliance, and portfolio reporting capabilities within ServiceNow SPM.

Key Responsibilities

ServiceNow SPM Development & Enhancement

- Work with the Portfolio Governance & Analytics team to analyze and optimize existing business case intake and project gating governance processes.
- Design, configure, develop, test, and implement ServiceNow SPM solutions.
- Enhance project management processes to support new gating, governance, compliance, and reporting requirements.
- Configure and develop proof-of-concepts (POCs) for SPM-related modules.
- Support the implementation and enhancement of:

- Configure and develop solutions supporting project finance management, resource management, procurement management, and benefit realization tracking.

Workflow & Automation Development
- Design and develop ServiceNow workflows and forms of varying complexity.
- Develop and maintain Business Rules, Client Scripts, Script Includes, and GlideRecord solutions.
- Configure Flow Designer, Scheduled Jobs, and Notifications to support automation and integration.
- Support certificate inventory management and related ServiceNow flows.
- Follow ServiceNow development best practices to ensure scalable, secure, maintainable, and reliable solutions.

Governance & Process Optimization
- Review current project management and governance processes.
- Conduct current-state assessments and gap analyses.
- Identify opportunities to improve and enhance ServiceNow SPM functionality.
- Implement automated project compliance checks.
- Embed compliance controls within ServiceNow workflows.
- Implement automated logging and tracking to support audit readiness.
- Support new gating governance, automated status signaling, financial management, resource management, procurement, and benefit realization capabilities.

Reporting, Dashboards & Analytics
- Create and configure dashboards and reports to improve project visibility.
- Develop datasets to support dashboards and reporting requirements.
- Provide analytics that enable operational and strategic decision-making.
- Enhance reporting capabilities across project management and portfolio governance processes.




- Support data-driven governance and portfolio management decisions.

Stakeholder Collaboration
- Collaborate with business stakeholders and cross-functional teams to understand requirements and ensure alignment with governance policies.
- Participate in planning and estimation activities for testing new solutions, enhanced applications, and migrated tools.
- Work closely with the PGA team to translate business requirements into effective ServiceNow solutions.
- Participate in technical discussions, solution reviews, testing, and implementation activities.
- Communicate effectively with both technical and non-technical stakeholders.

Key Deliverables

Optimized Project Management

- Implement enhanced gating and governance processes.
- Implement automated project status signaling.
- Enhance financial management, resource management, procurement, and benefit realization capabilities.
- Implement project compliance checks.
- Review existing processes and conduct gap analysis.
- Identify and recommend opportunities for SPM process improvements.

Compliance & Audit Trail
- Implement embedded compliance controls within workflows.
- Configure automated logging and tracking for audit readiness.
- Support compliance monitoring and governance requirements.

Dashboards & Reporting Suite
- Create project datasets for dashboards and reporting.
- Develop dashboards supporting operational and strategic decision-making.
- Improve visibility into project and portfolio performance.

Technical Documentation
- Prepare developer-level documentation covering configurations, scripts, workflows, and technical solutions.
- Develop user guides for procurement teams and requesters.
- Document implementation, configuration, testing, and deployment procedures.

Code & Configuration Artifacts

- Ensure code and configurations follow ServiceNow development standards.

Testing & Validation
- Prepare and maintain unit and integration testing results.
- Support User Acceptance Testing (UAT).
- Track UAT feedback and resolution activities.
- Validate functionality against business requirements and governance policies.

Deployment & Post-Implementation Support
- Prepare step-by-step deployment checklists.
- Develop rollback strategies.
- Prepare post-deployment support plans.
- Support implementation, deployment, troubleshooting, and stabilization activities.

Mandatory Qualifications & Certifications ServiceNow Certifications — Mandatory Candidates Must Hold Both Of The Following Certifications

- ServiceNow Certified System Administrator (CSA)
- ServiceNow Certified Application Developer (CAD)

Education

- Bachelor's degree in Computer Science, Information Technology, Data Science, or a related field.

ServiceNow SPM Experience
- 5+ years of experience with ServiceNow Strategic Portfolio Management (SPM).
- Strong understanding of the Project Management lifecycle and its integration with ServiceNow SPM modules.




- Strong experience designing and developing ServiceNow workflows and forms.
- Experience supporting complex project management processes within ServiceNow.

Candidate Profile The ideal candidate is an Intermediate ServiceNow SPM Developer / Specialized IT Consultant with 5+ years of ServiceNow SPM experience and both CSA and CAD certifications . The candidate should have hands-on expertise in ServiceNow SPM, JavaScript, workflows, Business Rules, Client Scripts, GlideRecord, Script Includes, Flow Designer, dashboards, reporting, governance, compliance, financial management, resource management, and portfolio management .

Public sector experience is preferred, particularly experience working within structured governance, compliance, audit, and portfolio management environments.
