Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Change Management Consultant to support enterprise-wide business transformation and adoption initiatives for an enterprise Microsoft Dynamics-based solution.

The successful candidate will develop and execute strategic and tactical change management strategies, stakeholder engagement plans, communication products, training approaches, and adoption measurement frameworks. The role will focus on assessing organizational readiness, identifying adoption barriers, building stakeholder alignment, and driving sustained user adoption and business outcomes.

The consultant will work closely with business stakeholders, product teams, governance bodies, project managers, business analysts, and other specialists to support new functionality, business process changes, digital transformation initiatives, and continuous improvement.

Key Responsibilities

- Change Management Strategy, Adoption &
- Execution – 50%
- Lead organizational change management initiatives supporting enterprise-wide business changes, CRM solutions, and digital platforms.
- Assess current user adoption, organizational readiness, change impacts, and potential barriers to effective system usage.
- Develop and implement comprehensive change management strategies, plans, frameworks, and roadmaps.
- Develop change plans covering stakeholder engagement, communications, training, sponsorship, resistance management, reinforcement, and adoption.
- Conduct stakeholder impact, organizational readiness, change impact, and change risk assessments.
- Support the implementation of new product features, enhancements, releases, and functionality upgrades while minimizing business disruption.
- Apply recognized change management methodologies such as Prosci ADKAR, ACMP, Kotter, or equivalent.
- Establish adoption measurement frameworks and track user engagement, system utilization, business readiness, and change effectiveness.
- Identify people-side risks and resistance points and develop mitigation strategies.
- Develop strategies to embed and sustain changes through knowledge transfer, performance management, continuous improvement, and reinforcement.
- Drive improved adoption, utilization, engagement, and user experience across complex stakeholder environments.
- Stakeholder Engagement &
- Communication – 30%
- Develop and execute stakeholder engagement strategies across business, operational, technical, and executive stakeholder groups.
- Build consensus,



strengthen stakeholder alignment, and secure leadership commitment to change objectives.
- Develop communication strategies, plans, and targeted communication materials.
- Prepare executive briefings, presentations, newsletters, FAQs, user guidance, release communications, and change updates.
- Conduct stakeholder consultations, workshops, focus groups, interviews, and feedback sessions.
- Develop learning and training strategies, including role-based learning approaches, practical demonstrations, and training materials.
- Advise project teams and business leaders on communication approaches, engagement tactics, adoption activities, and change readiness.
- Clearly communicate complex technical and business concepts to both technical and non-technical audiences.
- Act as an active and visible change coach for leaders, sponsors, partners, and stakeholders.
- Facilitate collaboration among project managers, business analysts, process improvement specialists, change consultants, and leadership teams.
- Support executive alignment around the change vision, adoption goals, success measures, and key decisions.
- Governance, Performance Measures &
- Public Sector Context – 20%
- Support and contribute to governance structures, steering committees, working groups, executive committees, and formal approval processes.
- Establish KPIs and performance measures to evaluate user adoption, stakeholder engagement, business readiness, and change effectiveness.
- Leverage quantitative and qualitative data to identify adoption trends, user behaviours, risks, and continuous improvement opportunities.
- Develop executive reporting, dashboards, and progress updates related to organizational change and user adoption.
- Conduct post-implementation reviews and lessons-learned assessments.
- Support continuous improvement activities to sustain business and user adoption outcomes.
- Work effectively within complex public sector governance and accountability environments.
- Consider public sector service delivery, privacy, accessibility, compliance, and stakeholder management requirements.

Required Skills &

- Experience

Must Have

- 10+ years of organizational change management experience.
- 5+ years supporting enterprise business changes and/or digital transformation initiatives.
- Demonstrated experience leading change management initiatives involving enterprise-wide business changes, CRM solutions, and/or digital platforms.
- Proven experience assessing user adoption challenges, identifying barriers, and developing targeted adoption and engagement strategies.
- Experience conducting:




- Organizational readiness assessments
- Stakeholder impact assessments
- Change impact analyses
- Change risk assessments

- Strong experience developing and executing comprehensive change management strategies and plans.
- Experience developing user adoption and engagement strategies for enterprise applications.
- Demonstrated experience with recognized change management methodologies such as Prosci ADKAR, ACMP, Kotter, or equivalent.
- Robust stakeholder engagement, communication, facilitation, and consensus-building skills.
- Experience developing communication and training strategies and tactical plans.
- Ability to work effectively with senior management, executives, project teams, business stakeholders, and technical teams.
- Strong analytical, decision-making, interpersonal, written, and verbal communication skills.
- Experience with project management fundamentals and understanding of project lifecycles.

- Experience coordinating with communications specialists, training specialists, HR consultants, and other subject matter experts.
- Experience developing targeted change management plans covering communications, coaching, training, sponsorship, and resistance management.
- Understanding of public sector service delivery, privacy, accessibility, and compliance considerations.
