Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Business Intelligence Specialist with strong expertise in Power BI development, data architecture, enterprise reporting, and modern data platforms.

The successful candidate will support the architecture and hands-on development of an ADDS Power BI solution, combining enterprise data architecture responsibilities with advanced Power BI development. The role will involve designing scalable data models, Databricks Lakehouse architecture, Power BI semantic models, security frameworks, data governance, and CI/CD processes, while also developing high-quality dashboards and reports.

This position requires a strong combination of business intelligence, data architecture, data modeling, SQL, Power BI, DAX, Databricks, and stakeholder management skills.

Key Responsibilities

- Data Architecture for ADDS Power BI Solution – 40%
- Develop and maintain the Solution Architecture Document.
- Create comprehensive Data Flow Diagrams.
- Develop Conceptual, Logical, and Physical Data Models.
- Design and support Databricks Lakehouse architecture.
- Design enterprise Power BI Semantic Models.
- Develop role and security models, including Row-Level Security (RLS).
- Establish and document the Data Governance Framework.
- Develop and maintain Data Lineage Documentation.




- Create Performance and Capacity Plans.
- Design environments and CI/CD pipelines.
- Define and document Non-Functional Requirements.
- Prepare architecture review and sign-off packages.
- Translate business requirements into scalable and sustainable data architecture solutions.
- Implement data governance, security, performance, and architecture best practices.
- Hands-On Power BI Development – 60%
- Design and develop enterprise Power BI semantic models.
- Connect and integrate Databricks data sources with Power BI.
- Develop advanced DAX measures, calculations, and KPIs.
- Build interactive Power BI dashboards and reports.
- Configure security and Row-Level Security (RLS).
- Optimize Power BI report, model, and query performance.
- Support testing, deployment, and production implementation.
- Develop technical documentation and provide knowledge transfer.
- Troubleshoot data and reporting issues and implement appropriate solutions.
- Work closely with business stakeholders to enhance BI solutions and resolve reporting defects.

Required Skills & Experience

Must Have

- 7+ years of Business Intelligence and Data Analytics experience.
- 5+ years of hands-on Power BI development experience.
- 7+ years of data architecture experience.
- Expert-level knowledge of:
- DAX
- Power Query
- Data Modeling

- Advanced SQL and data warehouse development experience.




- Strong experience designing enterprise semantic models and reporting architectures.
- Expert knowledge of:

- Dimensional Modeling
- Star Schemas
- Enterprise Data Warehouse Design

- Strong experience with Databricks, Azure Data Factory, Data Lake, Synapse, and SQL Server.
- Proven experience implementing data governance, security, and performance optimization strategies.
- Strong stakeholder management and leadership skills.
- Experience mentoring developers and leading BI initiatives.

Business Analysis Skills
- Experience working with business teams to identify and gather requirements for Business Intelligence enhancements and defect resolution.
- Experience conducting deep-dive data analysis to resolve data issues and answer business questions.
- Excellent analytical, problem-solving, and decision-making abilities.
- Strong verbal and written communication skills.
- Solid interpersonal, collaboration, and negotiation skills.
- Ability to translate business requirements into effective BI and data architecture solutions.

Public Sector / Healthcare Experience
- 3+ years of public sector and/or healthcare experience.
