Position Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a highly experienced Senior Project Manager/Leader to provide strategic project and program management leadership for large-scale, complex, multi-year technology initiatives.
The successful candidate will have extensive experience working in senior leadership and government environments, with strong expertise in executive governance, program reporting, strategic planning, risk and issue management, stakeholder engagement, and executive-level communications.
The role will provide strategic leadership and advisory support to the Public Safety Radio Network (PSRN) Program, including governance, integrated reporting, project dependencies, risk mitigation, executive briefings, and coordination across multiple projects, teams, and vendors.
Must-Have Qualifications
- At least 5 years of senior leadership experience in project/program management for large-scale, multi-year, complex technology projects.
- At least 5 years of senior project/program management experience in a government environment.
- Demonstrated experience leading executive governance cycles, including development of:
- Governance materials
- Recommendations
- Decision packages
- Executive briefings
- Exceptional communication skills with the ability to translate complex technical information into concise executive presentations, briefing notes, and decision-support materials.
- Demonstrated experience managing complex technology projects involving multiple stakeholders, teams, vendors, and interdependencies.

Key Responsibilities Project &
- Program Management
- Manage, oversee, track, and update large, complex technology projects, including schedules, risks, dependencies, issues, and deliverables.
- Develop detailed project plans covering resource, timeline, budget, scope, and delivery requirements.
- Lead project activities across the full project lifecycle.
- Manage deliverables and dependencies across multiple active projects.
- Work with senior project managers to establish implementation plans with clear target dates and monitor progress.
- Coordinate business users, technology teams, infrastructure teams, vendors, and other stakeholders.
- Ensure successful delivery of PSRN-related projects and initiatives.
Executive Governance &
- Reporting
- Lead the monthly executive governance cycle, including:
- Collection of project information
- Analysis and synthesis
- Editing and quality assurance
- Development of new governance materials
- Presentation and distribution
- Develop executive project status briefings and briefing notes for senior management.
- Prepare decision packages, recommendations, dashboards, reports, and other executive-level project collateral.
- Synthesize project status, progress, risks, issues, stakeholder input, and strategic priorities across governance committees.
- Support OPS Executive Committee materials and briefing presentations.
- Attend governance committees and maintain related Terms of Reference.
- Develop and maintain monthly PSRN governance committee materials.
Strategic Advisory &
- PSRN Program Support
- Provide strategic leadership and advisory services supporting successful delivery of the Public Safety Radio Network (PSRN) Program.
- Support program engagement, risk management, issue resolution, and cross-project coordination.
- Proactively identify and communicate multi-faceted risks and issues.
- Develop mitigation options and recommendations for governance committees and senior leadership.
- Provide strategic advice on complex, sensitive, and high-profile issues with diplomacy, political acuity, and sound judgment.
- Support network implementation, transition, and migration strategies involving multiple project streams and vendor activities.
- Develop communication materials supporting network implementation, transition, and migration plans.

- Establish and maintain strong relationships with senior project partners, executive stakeholders, vendors, and project teams.
- Work directly with project leadership and team members to understand project activities, issues, risks, and mitigation strategies.

Additional Requirements
- All selected resources are required to successfully complete the Contractor Security Clearance Process of the Ontario Public Service (OPS).
- Strong executive presence and communication skills are essential.
- Experience within a large public-sector organization is strongly required.
- Experience in a public safety environment is highly relevant to the PSRN program.
- Ability to work in a hybrid environment at the specified Ontario locations.
